As reported by the internet resource autonews. ru with reference to the Moscow agency, Deputy Prime Minister of the Russian Federation Arkady Dvorkovich spoke at the government hour in the State Duma of the Russian Federation about supporting the bill on the abolition of the transport tax. However, at present, the “A Just Russia” initiative has not acquired the status of law and it is necessary to be guided by the provisions of the current federal and regional legislation.

Benefits for pensioners on transport tax in the Vologda region

From this material you also know that the Tax Code does not contain specific rules that exempt pensioners from paying transport tax, however, the Tax Code of the Russian Federation allows constituent entities of the Russian Federation to establish additional social benefits for pensioners.

Payment deadlines

Vehicle tax for individuals. person must be paid no later than December 3 of the current year for the previous tax period (Article 363 of the Tax Code of the Russian Federation). For example: tax for 2017 must be paid no later than December 3, 2018.

Where does the information come from?

Information about taxes comes to the Auto Help Center website from the State Information System on State and Municipal Payments (GIS GMP). Immediately after payment, the user receives confirmation in the form of a bank receipt to the specified email. All payments are made on the side of a certified system and are completely safe and secure.

If already paid tax is displayed

If a previously paid tax is displayed on the website, this means that the State Information System on State and Municipal Payments (GIS GMP), from which we receive information, has not yet removed payment information from its database. Information will be deleted only after confirmation from the Federal Tax Service of Russia. Confirmation usually takes 10 - 30 days. All this time, accruals will be displayed in search results both on our website and on other sites. It is important to know that according to the law, the tax is considered paid immediately after payment is made.

Tax and penalties

You can pay both tax and penalties at once. However, since tax payments are officially processed by the Tax Service (FTS) from 2 to 4 weeks, during this period penalties continue to accrue and you need to check your taxes after some time and pay the accrued penalties.

The difference between payments by INN and UIN

You need to know that using the TIN for individuals you can find out information on expired taxes that were not paid within the period established by law. Using the unique identifier (UIN) or document index (located at the top of the receipt), you can only find out about current charges.

Government support for pensioners is very important today. This category of citizens is the most vulnerable, since their income is often limited, and expenses increase annually due to rising prices.

Who is entitled to

According to the legislation, social support measures for pensioners are divided into two categories:

  • federal significance;
  • regional significance.

The law stipulates that regional leadership will independently determine the categories of beneficiaries and consider the rules for providing assistance.

In the Vologda region the following can count on additional support measures:

  • WWII veterans and participants who became disabled during this period;
  • labor veterans of Russia and the USSR;
  • Heroes of the USSR and the Russian Federation;
  • persons with disabilities of categories I and II;
  • combat participants and veterans;
  • persons who were former prisoners of fascism;
  • participants in the liquidation of consequences after the accident at the Chernobyl nuclear power plant, as well as participants in nuclear testing and citizens exposed to radioactive radiation due to the accident at the Mayak PA;
  • persons whose income is determined below the subsistence level.

All retired citizens have the right to take advantage of benefits, taking into account the presence of one of the above categories and permanent registration in the Vologda region.

Let us remind you that when moving to a permanent place of residence in another region, a pensioner loses the right to preferences, and he will have to apply for them again at the new place of residence.

What benefits do pensioners have in the Vologda region in 2019?

Social support for pensioners in the Vologda region is presented in several forms:

  • payment made every month;
  • free travel on public transport (except for taxis and minibuses) or replacement with payment of a certain amount;
  • assistance in purchasing solid fuel for the heating period (compensation provided);
  • discount when paying for housing and communal services receipts;
  • tax exemption;
  • tax discount;
  • supplement to pension;
  • payment for travel within Russia (except for air travel).

It should be noted that after 2015, many regions reduced costs associated with social support for pensioners. The changes also affected the Vologda region.

A summary table of benefits is shown below:

Pensioner category Form of benefits provided
Participants, veterans and disabled people of the Second World War
  • tax benefits;
  • discount when paying for housing and communal services;
  • free telephone use;
Veterans of Labor
  • free travel on public transport (compensation paid);
  • tax benefits;
  • discount when paying for housing and communal services;
  • discount on phone use;
Heroes of the USSR and the Russian Federation
  • free travel on public transport;

  • tax benefits;
  • discount when paying for housing and communal services;
  • right to sanatorium treatment
Liquidators of the Chernobyl accident
  • discount when paying for housing and communal services;
  • right to sanatorium treatment

When calculating discounts for utility bills, the social security department takes into account the consumption rate, the excess of which will affect the amount of the discount. Many categories of pensioners have the right to transfer tax deductions on personal income to the previous period.

In the Vologda region, all old-age pensioners are given a separate preference in the form of exemption from car tax.

In this case, the following types of vehicles are considered:

  • motorcycle or scooter, the power of which does not exceed 40 hp;
  • passenger car with a maximum engine power of 150 hp;
  • a truck with a load of up to 1.1 tons and a maximum power of 85 hp.

For disabled people, the same exemption for transport tax is provided, however, all benefit recipients should take into account the following innovation: since 2016, all tax benefits are used in relation to one type of property.

If previously it was possible to get a discount on land tax on two plots at once, today the pensioner chooses for which property he uses the discount. This applies to both transport tax and property tax.

In 2019, lending programs with reduced rates are still available to them. Mortgages are not just programs for young people. Many banks offer pensioners a loan to purchase a plot of land on preferential terms.

  • subsidies for part of the cost of housing or land;
  • subsidies on loan interest rates;
  • reducing the mortgage interest rate.

The preferential interest rate differs significantly from the current one. It is fixed at 8.5 - 10.5%.

Registration procedure

Having a veteran's ID or disability certificate in hand does not automatically give a citizen the right to benefits. You will have to arrange them yourself. To do this, you must contact the Department of Social Support at your place of residence.

In the Vologda region, all types of preferences can be issued through the MFC, which is quite convenient. There are no huge queues there.

Citizens living in the city of Vologda can submit documents to the address: Maltseva Street, 52.

The procedure is quite simple:

  1. The applicant submits an application in a certain form for a subsidy, benefit or supplement to the pension.

  2. Then a package of documents is attached to the application. The applicant must confirm his or her eligibility for benefits. An employee of the department or MFC will check the documents and make copies.
  3. Now we have to wait a few days before receiving a response. The standard review period is 10 days.
  4. If the decision is positive, the pensioner will have to choose the form of providing the benefit. If this is a one-time payment, then the method of receiving the funds is immediately determined. There are only two of them: postal transfer and transfer to a Sberbank of Russia card.
  • It is better to submit an application at the beginning of the month so that it enters the period of receiving the discount;
  • Before submitting documents, make sure that there are no overpayments or debts on the account, otherwise the social service will not be able to transfer the preferential amount to it.

Let's talk about the documents required to provide benefits.

Required documents

In order to receive a benefit, it is important to know what form it is provided.

In fact, the citizen will have to provide the following package of documents:

  • passport of a citizen of the Russian Federation with a mark of registration at the place of residence;
  • a document giving the right to a benefit (certificate of a WWII veteran, labor veteran of the Vologda region, medical certificates and other papers);
  • certificate of family composition;
  • certificate of income of all family members;
  • in some cases it is required to present a certificate from the accounting department of the management company.

Registration of any social support measures requires attention, time and patience from the applicant. Sometimes, in order to receive individual assistance from the state, you need to spend more than one day. The main thing is to be patient and less nervous.

Transport tax is a tax that every vehicle owner must pay. Its size depends on a variety of parameters: the cost of the car, its age, engine power, regional coefficient, etc. Moreover, in some regions its size can be quite large.

Due to the fact that it may be difficult for some categories of citizens to pay taxes, the legislation of the Russian Federation provides benefits for certain segments of the population. In this article we will look at the transport tax benefits that are offered to pensioners.

Do they pay?

First, let’s consider the question “Do pensioners pay transport tax at all?” Yes, pensioners pay transport tax; benefits do not relieve them of this obligation. At the same time, pensioners pay the full amount of tax until they contact the tax service and these same benefits are issued.

But the question “What benefits are pensioners entitled to?” - is a completely different matter. It will not be possible to answer this briefly, since there is no general law on benefits for persons of retirement age, and all decisions on benefits are made by local legislation. So, only local authorities can decide whether pensioners will receive a transport tax benefit or not.

What benefits are provided?

The benefit takes the form of a transport tax discount. It can apply to certain cars or to all vehicles with motors, and its size can vary significantly. So, in Moscow there are no benefits at all, and pensioners will have to pay the full amount of transport tax. But the law of the Tula region No. 343-ZTO “On transport tax” gives pensioners whose cars are registered in Tula and the region the opportunity to pay half as much for vehicles whose power does not exceed 150 HP.

In order for you to better understand the amount of benefits and the basis for their payment, we invite you to familiarize yourself with the table:
