The government continued to distribute cash gifts to the electorate ahead of the upcoming elections. After pensioners, whose pensions were indexed by 3.7% starting January 1, it was the turn of state employees, on whose votes the authorities are also counting. For these purposes, the government has allocated 14.5 billion rubles, which will be used to increase the salaries of teachers, doctors and cultural figures. The corresponding decree was signed by Prime Minister Dmitry Medvedev.

The government announced back in December that public sector employees would receive a wage increase starting in 2018. As they wrote then on the official portal of legal information, the funds were included in the federal budget for 2018–2020. Now a specific amount has been named: 15.4 billion rubles, which will be used in 2018 to increase the wages of public sector employees.

But officials are in no hurry to part with the entire amount at once. As reported on the website of the Cabinet of Ministers, 14.5 billion rubles were initially allocated. Of this, 7.2 billion will be spent on education, 3.4 billion on science and healthcare, and 500 million will be given to cultural workers. The remaining 900 million rubles in the reserve will be distributed after an analysis of the results of salary increases and the growth rate of average monthly income is carried out.

Thus, the government intends to return the old “debt” to state employees and finally implement the May 2012 presidential decrees. Let us recall that then Vladimir Putin, after taking office as head of state, outlined a program for the development of social guarantees. It contained the parameters that the Russian economy should reach during his presidential term. Among others, there was a decree on increasing the wages of public sector employees. It was planned that by 2017 it would be from 100 to 200% of the average salary in the region. In particular, starting from 2012, the average salaries of teachers and doctors were supposed to be equal to the regional average and not fall below this level.

However, the next presidential elections are just around the corner, and things are still there. According to a survey of doctors by the Health Foundation and the All-Russian Popular Front, almost 60% of doctors have a salary of less than 25 thousand rubles. Another 10.8% receive from 25 thousand to 30 thousand. Moreover, in order to receive this kind of money, a doctor needs to work approximately 39 hours a week - this is the maximum salary for a doctor according to the Labor Code.

Meanwhile, according to Rosstat data for January - September 2017, the average salary of Russian doctors was 53.1 thousand rubles, which is 157% of the regional average. There is a discrepancy between the survey results and official figures. However, this difference is associated with the high rate of part-time work among medical workers. According to the survey, 42% of doctors work at one rate, 20% at one and a half, and 11% at two.

In addition, according to the first deputy director of the Institute of Contemporary Economics, Ivan Antropov, the allocation of 14.5 billion rubles to increase the salaries of public sector employees is not so much a gesture of goodwill on the part of the government as a forced measure. The fact is that earlier Vladimir Putin signed a decree: from May 1, 2018, to equate the minimum wage to the subsistence level. “Officials plan to kill two birds with one stone: on the one hand, to report on the implementation of the May decrees six years ago, on the other, to implement the plan to raise the minimum wage. Plus, even before the elections, statistics on salaries and incomes will be updated,” says the expert.

True, Antropov doubts that the result will justify itself. “The actual income of public sector employees is affected not only by federal budget expenditures, but also by regional budget expenditures. So you need to look at the whole picture, and not at individual pieces of the puzzle,” says the economist.

Of course, household incomes will increase. But only on paper. As a result, the private sector will be forced to go into the shadows to avoid new minimum wage standards. The latter represents the ratio of the income of ordinary teachers and school management as one to four. For example, with a young teacher’s salary of 15 thousand rubles, the director will receive no more than 60 thousand rubles.

Teachers are a category of employees of budgetary organizations that are constantly worried about the size of their income. This is not due to selfish motives, but to the real situation in the country’s economy. The constant rise in inflation eats away at teaching incomes every year, even though on paper they are growing.

But will teachers’ salaries be increased in 2017? Every year, the question of next year’s salary level becomes not just relevant, but vitally important for teachers. As of the end of 2016 - beginning of 2017, the income level of this category of workers fluctuates between 18-30 thousand rubles.

However, Rosstat employees who publish such statistics mainly take into account data on urban residents, where salaries are higher than in rural institutions and there are many private schools.

Far outside the city, in villages, a teacher’s income is unlikely to exceed 15 thousand.

For urban residents, a teacher’s salary in 2016-2017 is 18-30 thousand - a partially acceptable amount, taking into account the ability of teachers to work at 1.5 times the rate, but no more, since overtime exceeding 20 hours is now prohibited.

But even in a short annual period, part of this money manages to depreciate under the influence of negative economic processes. The unsatisfactory level of remuneration for workers in the education sector provokes a shortage of human resources and a significant decrease in interest in the profession and its prestige.

Will there be a salary increase in 2017?

Education workers have the right to greet next year with optimism. Regarding teacher salaries in 2017, the latest news looks like this: the government is actively addressing the issue and has already received a proposal to increase the annual fund by 30 percent. An official decision has not yet been made, but the very desire of the state to find funds and launch a widespread increase in wages in 2017 is a positive sign. In addition, a presidential decree has already been signed, according to which the salaries of teachers who have achieved significant success will be increased in 2017. Leading industry workers can count on a bonus of up to half of their own salary.

However, this government decision did not find an approving response from all teachers. An increase in the wage fund by a third does not mean an automatic increase in the income of educators. New money in the budget can be used in different ways - the decision is made by regional authorities. According to the law of the Russian Federation, it is local officials who must distribute these funds.

In addition to the desire to increase the salary fund, according to rumors, officials are planning to reformat the requirements for teachers and review the remuneration mechanisms themselves. So, perhaps the Ministry of Education will introduce new professional standards, according to which it will be prohibited to work with secondary vocational education, and the number of permissible hours exceeding the basic working rate will be reduced.

Salary changes in 2017

It is safe to say that teacher salaries in Russia will change in 2017. First of all, there will be a regular planned increase, which is tied to the basic inflation level. However, one should not expect significant growth in the regions - the education budget is reduced by several percent every year.

But, if the situation with forecasts for increasing incomes for public sector employees is clear, then there are not so many public statements about the opposite scenario for the development of events. Meanwhile, the difficult economic situation of the state is obvious, and in a number of regions, educators are no longer interested in the long-term prospects of increasing income, but in maintaining the situation that exists now.

This desire is not accidental, because in 2016 the rules for calculating the average salary by region changed. It is based on a new statistical indicator - the average monthly income from labor activity in a constituent entity of the Russian Federation. The indicator replaced the previous parameter - the average salaries of teachers in 2017 in Russia by region.

Previous indicators took into account only employees of organizations, and new ones - all people employed. Due to this, despite the planned increase in allocations for wages, the real income of a particular public sector employee has decreased. Of course, the innovation also affected teachers.

State officials - the Prime Minister of the Government and the head of the Ministry of Labor have repeatedly spoken out on this issue. The level of salaries for employees of budgetary organizations, including teachers, will not be reduced in the coming years. The top officials of the state assured: any reforms and minor changes should not worsen the economic situation and salaries of teachers in 2017; we must proceed, first of all, from this.

Salary indexation 2017

The new method of calculating wages, adopted in 2015 (On Improving Statistical Accounting), lowered this figure by more than 12 percent. Based on this, the government does not plan to index payments to public sector employees and wages will not increase from January 1, 2017. Thus, teacher salaries depend on the regional average. Each region has been tasked with increasing teacher salaries in 2017, but it will be achieved in different ways. Judging by the news available at this moment, indexation for public sector employees will be officially carried out from April 1, 2017.

An important part of Vladimir Putin’s election program in 2012 was increasing wages for public sector employees. He directly said that no changes, no reforms will make sense if they do not bring an increase in the living standards of specialists.

After taking office, he issued 11 decrees, which became known as the “May Decrees.” They formulate 218 instructions that need to be completed in the period from 2012 to 2020.

According to their provisions, the salaries of teachers and doctors should be kept no lower than the regional average, and by 2018 they should be doubled above this figure. These decrees have not yet been fully implemented, although some work has been carried out.

The period referred to by Decree No. 597 ends in 2018. Presidential elections are also taking place this year, so a firm decision was made to implement what was planned: to increase wages for public sector employees to a given level.

Everyone who is paid a salary from the budget (federal, regional or municipal) is called public sector employees. There are approximately 33 million people in the Russian Federation, more than one third of all workers.

The so-called “public sector employees” are divided into 2 categories – civil servants and other public sector employees.

Civil servants are military personnel, diplomats, lawyers, officials, law enforcement officers and other “sovereign people”. Their salaries and allowances due to them are regulated by separate legislation, which necessarily provides for an increase in salary.

Thus, from January 1, 2018, diplomats’ salaries will increase, and not only by 4% inflationary. Diplomatic ranks and judicial ranks are coming.

Police officers will have their salaries indexed by somewhere between 10-25%; at least the Duma insists on this.

Employees of the Federal Penitentiary Service, the Ministry of Internal Affairs, the National Guard, other law enforcement agencies, and military personnel will receive wage indexation by 4% this year.

2. Increase in wages for other public sector workers

Public sector workers are teachers, lecturers, researchers, kindergarten teachers, librarians and other working people who receive salaries from budget funds. It was on them that the attention of Decree No. 567 of 05/07/2017 was mainly focused.

The system of payment for such employees is determined not so much by salary, but by a complex layering of additional payments, bonuses, bonuses and subsidies. When we talk about the average salary, we mean the final earnings, which includes all accrued components.

Salaries will increase from January 1, 2018 for all such state employees, without exception, only by different amounts. For some it is less, only 4%, for others it is many times more.

You should not lose sight of the increase in the minimum wage, which will be carried out twice this year. This will entail an increase in low salaries, compensation and social payments, which are widely present in the salaries of public sector employees.

From 01/01/2018 the minimum wage will be 9,489 rubles, and from 05/01/2018 its value will be equal to the subsistence level and will reach 11,163 rubles.

Recommendations for improving methods for calculating salaries of public sector employees come from the RTK (“Russian Tripartite Commission”), which is a body under the government of the Russian Federation. The document takes into account the comments and suggestions of line ministries, and proposes measures to eliminate the large difference in salaries within one unit or institution.

Bodies developing remuneration systems are recommended to abandon equalization and make differential payments, depending on the specific performance indicators of employees and the effectiveness of their work.

Local authorities are allowed to make decisions on the introduction of regional coefficients and bonuses, providing additional payments from their own budget funds.

At the same time, salaries of public sector employees in the regions cannot be set lower than those specified in federal legislation. The share of salary in wages should remain at a given level: 70% for education workers, 50-60% for healthcare workers and 50-55 for culture workers.

The salary of a health worker will increase from the first month of 2018, its value will be approximately equal to double the average income in the corresponding region. For doctors, the salary increase will be about 200%, for nurses – about 100%. Measures have been taken to prevent a large gap between the salaries of medical workers and the heads of medical institutions (as well as their deputies, chief accountants, etc.).

The salary ratio is proposed to be kept at no more than 1:6.

In this case, it is necessary to take into account the characteristics of a particular medical institution and the complexity of its management. Factors such as the level of medical care, the number and qualifications of medical specialists, bed capacity, the number and nature of patients, etc. play a role here.

The picture with the increase in salaries of medical workers on average in Russia turns out something like this:

Of course, specific numbers will vary significantly from region to region. As for Moscow, special programs have been developed for doctors, as a result of which the increase in their salaries in 2018 will be especially noticeable.

The mayor of the city, Sergei Sobyanin, said that a Moscow doctor is required to receive at least 120 thousand rubles. per month(today it is 90 thousand rubles), and at the same time care should be taken to reduce the load on it. With large overtime hours, the quality of medical care inevitably decreases, and this is unacceptable.

The salary increase for teachers is expected to be the same as for doctors, but the beginning of this increase will be postponed until Teacher’s Day, which, as you know, is celebrated in October. Compared to the regional average wage, the salary of an education worker will increase significantly, up to 200%.

It’s a long wait until October, but at the beginning of the year there will be a primary increase in wages due to an increase in the minimum wage and indexation - together these factors will give an increase of about 6%. Moreover, indexation will also affect those employees of educational institutions who were bypassed by it in 2017: engineers, programmers, personnel officers, etc.

As for universities, only those that are state-owned will be affected.

When we say “teacher,” we are not just talking about school. In fact, this means employees of a wide range of institutions where work with children is carried out. These are educational institutions - preschool, secondary, vocational, plus various correctional centers, closed and medical organizations.

There is a salary scale for all employees of these enterprises. There are only 18 categories, each with its own tariff coefficient.

  • Categories 1-8 indicate blue-collar professions, the coefficients range from 1 to 3.12;
  • 7-14 – teaching staff, coefficient values ​​from 2.76 to 6.51;
  • 14-18 – management (deans, rectors and directors), coefficients from 6.51 to 10.07.

When calculating a salary for a specific person, the base salary of the 1st category is taken as a basis, it is multiplied by the tariff coefficient that is assigned to this person.

In addition to salary, teachers' salaries include:

  • bonuses for experience, class and rank;
  • compensation (for work at night, in harsh climatic conditions, etc.);
  • incentive payments (for complexity, for qualifications, for overtime, for class management).

Among the innovations of 2018 in the teacher remuneration system should be called the “dispersion coefficient”. Thanks to it, the gap in salaries between an ordinary teacher and a school director will be reduced: the ratio cannot exceed 1:4.

Workers in culture, cinematography and the arts employed in state or municipal institutions will also receive an increase in salaries in 2018 to the regional average.

In the document presented by the RTK, this year a section appeared dedicated to sports workers operating at the local or federal level. This section describes all the nuances of calculating their salaries. In 2018, it should be at least no lower than in the past, and should directly depend on the results of efforts to train pets.

So, let's return to Putin's theses. “A working person in Russia will not be poor. Highly qualified specialists working in the public sector will receive wages that exceed the average level for the regional economy.”
