1. GENERAL PROVISIONS.

Organizing Committee– Organizing Committee of the Competition - a collegiate body formed by the organizers of the Competition in order to provide methodological and technical support for the conduct of the Competition events, to ensure the work of the Competition bodies. The Organizing Committee carries out its activities on a voluntary basis. The organizing committee is formed by the organizers of the Contest, who provide methodological and technical support for the events of the Contest. The quantitative and personal composition of the Organizing Committee is determined by the organizers of the Competition. The Organizing Committee consists of the Chairman, Vice-Chairman, Secretary and members of the Organizing Committee. The Organizing Committee carries out its activities in accordance with the legislation of the Russian Federation, and these Regulations. The provisions of these Regulations remain in force for the entire duration of the Organizing Committee, unless otherwise decided by the Organizers of the Competition.

The organizers of the contest are the Beginning Foundation and other organizations that sent letters of support to the Beginning Foundation, accepted the offer of the Beginning Foundation to become the organizers of the Contest and sent their representatives to the Organizing Committee of the Contest.

2. COMPETENCE OF THE ORGANIZING COMMITTEE.

2.4. Carries out the selection of partners of the Competition from representatives of the media, financial and insurance institutions, organizations of suppliers and manufacturers of products necessary for the implementation of the projects of the Competition, design and scientific organizations;

3. MEETINGS OF THE ORGANIZING COMMITTEE.

3.1. Holding a meeting of the Organizing Committee is agreed by the Chairman of the Organizing Committee.

3.2. The date, time, place of the meeting of the Organizing Committee is communicated to its members and invited persons by sending a written notice no later than 5 days before the date of the meeting, if necessary, they are sent materials on the issues indicated on the agenda.

3.4. Representatives of the media, financial and insurance institutions, organizations of suppliers and manufacturers of products necessary for the implementation of the Contest projects, design and scientific organizations may be invited to the meeting of the Organizing Committee.

4. ORDER OF MEETINGS OF THE ORGANIZING COMMITTEE.

4.1. The meeting is chaired by the Chairman of the Organizing Committee.

4.2. In the absence of the Chairman of the Organizing Committee, the meeting is held by his Deputy, or a responsible person from the members of the Organizing Committee, appointed by the Chairman to conduct the meeting.

4.3. Summary speeches of the participants of the meeting of the Organizing Committee, the decisions made and the results of voting are recorded in the minutes of the meeting.

4.4. The protocol of the meeting of the Organizing Committee is signed by all members of the Organizing Committee who were present at the meeting.

4.5. The minutes of the meeting of the Organizing Committee are drawn up within 5 days from the date of the meeting.

4.6. Copies and extracts from the minutes of the meeting of the Organizing Committee are submitted to its members on the basis of an oral request, as well as interested parties based on a written request.

5. PROCEDURE FOR DECISION-MAKING AT THE MEETING OF THE ORGANIZING COMMITTEE.

5.1. Only members of the Organizing Committee take part in the voting. Persons invited to the meeting, who are not members of the Organizing Committee, do not participate in the voting. Decisions of the Organizing Committee are taken by a simple / qualified majority / unanimously of the members of the Organizing Committee present at the meeting;

Regulations on the organizing committee.

This provision regulates the work of the Organizing Committee (hereinafter referred to as the Organizing Committee) of the regional mass events(hereinafter referred to as the Competition) of the state educational institution of additional education for children of the Tula region "Regional Center for the Development of Creativity of Children and Youth" (hereinafter referred to as the GOU DOD TO "OCRTDiYu").
The organizing committee is the governing body, whose functions include making decisions on the main issues of preparing and holding regional events.
1. General Provisions
1.1. The organizing committee is created in order to organize and conduct regional competitions of the State Educational Institution DOD TO "OCRTDIYU".
1.2. In its activities, the Organizing Committee is guided by the Constitution of the Russian Federation, the Charter of this institution, the provisions of regional competitions and these Regulations.
1.3. The Organizing Committee is not a legal entity.
2. Composition of the Organizing Committee
2.1. The Organizing Committee consists of the Chairman, Executive Secretary and members of the Organizing Committee.
2.2. The composition of the Organizing Committee is formed from representatives of the State Educational Institution DOD TO "OCRTDiYU".
3. Tasks and functions of the Organizing Committee
3.1. The main tasks of the Organizing Committee are:
informing educational institutions on the dates of all stages of the Contest;
development of criteria and methods for determining the winners and prize-winners of the Competition;
providing methodological assistance in conducting the Competition at all its stages.
3.2. Within the framework of the assigned tasks, the Organizing Committee performs the following functions:
development of a plan for the Competition, organization of its work;
collection of applications for participation in the Contest, verification of compliance with the design and submission of applications to the requirements and conditions;
preliminary processing of applications and materials of the Competition for preview;
rejection of applications that do not meet the requirements of the Regulations of the Contest (without notifying the contestants);
Registration of participants;
development of criteria and methodology for evaluating competitive works;
coordination of the work of the jury;
notification of applicants about their recognition as participants in the Competition (if the competition involves a face-to-face performance);
organization of the awards ceremony;
change and interpretation of this provision.
4. Powers of the Organizing Committee
4.1. Accept and consider proposals for organizing and holding Competitions.
4.2. Consider the information provided by the expert groups of the Contest.
4.3. Request additional information and documents about the contestants.
4.4. The organizing committee exercises other powers to perform the functions assigned to it.
5. The procedure for the work of the Organizing Committee
5.1. The Organizing Committee independently determines the procedure for organizing its work in accordance with these Regulations.
5.2. The main form of work is the meeting. Meetings of the Organizing Committee are held as needed.
5.3. The meeting of the Organizing Committee is considered competent if it is attended by more than half of the members of the Organizing Committee included in its composition.
5.4. Questions are submitted to the meetings of the Organizing Committee according to the plan of its work, approved by the order of the organizer of the Competition. Issues not included in the work plan may be submitted to the meetings of the Organizing Committee by the head of the Organizing Committee or the deputy head of the Organizing Committee.
5.5. Members of the Organizing Committee have equal rights when considering issues at meetings.
5.6. Decisions of the Organizing Committee are taken by a majority of votes from the members of the Organizing Committee present by open voting. In case of equality of votes, the vote of the Chairman of the meeting of the Organizing Committee is decisive.
5.7. The decision of the Organizing Committee is documented in a protocol signed by the chairman or deputy chairman at a meeting of the Organizing Committee.
5.8. Protocols are stored in special folders for 5 years.
5.9 Chairman of the Organizing Committee: chairs, organizes and coordinates work at the meetings of the Organizing Committee, signs the minutes of the meetings of the Organizing Committee.
5.10. Secretary of the Organizing Committee: ensures the organization of work, draws up the minutes of the meetings.
6. Rights of the Organizing Committee
6.1. The organizing committee has the right:
check the accuracy of the information provided by the participants of the Contest;
on the basis of non-compliance with the requirements of the Contest, refuse the participant to participate in the Contest;
disqualify participants for violation of the established rules and for non-compliance with the requirements and conditions of the Contest, as well as for providing false information.
for the use of the competitive works submitted by the participants during exhibitions and other public events held by the State Educational Institution DOD TO "OCRTDiYU" without notifying the contestants.
6.2. Members of the Organizing Committee have the right to:
make nominations for members of the jury of the Contests;
be part of an expert group;
attend all official events of the Contest.
7. Responsibilities of the Organizing Committee
7.1. The Organizing Committee of the Competition is obliged to:
create equal conditions for all participants;
ensure publicity of the event;
ensure the confidentiality of data received from participants;
do not disclose the results until the official awards ceremony.
7.2. The Organizing Committee has established the inadmissibility of replacing the prizes of the Contest with a cash equivalent.
8. Responsibility of the Organizing Committee
8.1. The Organizing Committee is responsible for violation of these Regulations, as well as the rules and procedures for the preparation and holding of the Competition, enshrined in other provisions: on the competition, on the conditions for accepting works, on the jury.
8.2. The organizing committee is not responsible for:
incomplete and illegible application form;
violation by the applicant of the Contest of the deadlines for submitting an application for participation in the Contest;
terms of delivery and receipt of competitive works.

The Russia 2018 Organizing Committee is an autonomous non-profit organization that was established by a decree of the Russian government shortly after our country received the right to host the World Cup for the first time in its history.

The organizing committee "Russia-2018" was formed on the basis of the bid committee, which at the end of 2010 presented the Russian bid in Zurich. Tasks of the organizing committee "Russia-2018"

The organization is preparing and will hold sports competitions (the Confederations Cup in 2017 and the World Cup in 2018) in accordance with the requirements International Federation football (FIFA).

Until 2004, when Sorokin became deputy chairman of the Moscow Department of Physical Culture and Sports, he worked at the Foreign Ministry. In fact, all issues of holding tournaments are supervised by FIFA. Even during the application period, applicants present a presentation where they tell how the country plans to implement its project. The Organizing Committee monitors the fulfillment of the obligations that Russian Federation in your application book. Any changes are approved international organization. The task of the organizing committee is to fulfill them.

The Organizing Committee "Russia-2018" is endowed with broad powers. It can interact with both regional and federal authorities to carry out activities for the preparation and conduct of competitions held jointly with FIFA. The department is also responsible for financing and spending funds, and carries out financial reporting.

The regions also have their own organizing committees for the preparation and holding of FIFA sporting events. The Organizing Committee "Russia-2018" unites them and coordinates their activities.
