On March 13, 2011, the elections of deputies of the regional Duma of the fifth convocation were held. Behind - five years of legislative and other deputy work, which we sincerely tried to do well, with maximum efficiency. It turned out or not - you, dear voters, should judge first of all.
In general, we were able to overcome the problems and difficulties caused by the challenges of a predominantly external nature, which were periodically set before the region, by all Kaliningraders.
The statistics of Duma activities are as follows: in five years, 66 meetings of the regional parliament were held, 518 regional laws and 2,295 resolutions were adopted. 468 meetings of standing committees were held, over 2,000 issues were considered.
Over five years, we have considered more than 150 legislative initiatives of the President of the Russian Federation, the Government of the Russian Federation, deputies of the State Duma, members of the Federation Council, parliaments of other subjects of the Federation. They submitted 34 draft federal laws to the State Duma, held more than 80 parliamentary hearings, round tables and meetings of a different format on topical issues for the region.
Our constant priority is the development of the economy, attracting investments to the region, maintaining social stability to ensure the well-being of the inhabitants of the amber region.
Although the positive contribution of the parliamentarians of the current convocation is noticeable in almost all areas of lawmaking, I want to focus on the regulations on social support for the population. We have tried our best to make life easier. large families, disabled people, respected veterans, young professionals and other socially vulnerable categories of citizens.
The results with which the regional Duma of the fifth convocation approached its fifth birthday are the result of the command style of work. Different political views did not prevent us from finding consensus among ourselves on the most significant issues of concern to the population.
Not less than significant feature the style of work of our parliament has become close, based on the principle of equality, interaction with key institutions of power and society: the Governor, the Regional Government, the Coordinating Council of the Heads of Representative Bodies of Municipal Power, the Association of Municipalities, Public Council under the regional Duma, the regional Public Chamber, the Youth Parliamentary Assembly, trade unions, veterans and sectoral public associations.
We have done a lot in terms of improving the methods and forms of parliamentary control. Law enforcement practice is systematically monitored.
The Duma keeps abreast of projects that are of paramount importance for the development of the region. Gasification of the region, construction of a stadium where the football championship games will be held, reconstruction of the Khrabrovo airport - these and other strategic undertakings are under the constant attention of the deputies.
Over the years, the regional Duma has gained authority among the population of the region not only as a center for the production of high-quality regulations, but also as the main discussion platform for the region.

On Saturday, the first meeting of the new regional Duma took place. On st. Kirova, 17, 39 people's deputies arrived, the 40th, deputy Igor Rudnikov, went on vacation at his main place of work.
Prior to the election of the chairman, the place of the speaker, according to tradition, was taken by the oldest senior deputy - communist Yuri Semenov. He announced the main performance characteristics of the new convocation of the regional parliament.
Deputies aged from 50 to 60 years prevail in the age structure in the Regional Duma. There were 16 of those in the Duma at once. Another 14 parliamentarians aged from 40 to 50 years. There are four deputies over 60 years old in the Duma, 5 deputies from 30 to 40 years old. The only people's choice under the age of 30 was a deputy from the Liberal Democratic Party, 28-year-old Alexander Vetoshkin.
As for the formation of new deputies, 37 people in the Duma have higher education. Six of them are PhDs.
As previously reported by Klops.Ru, Marina Orgeeva became the Duma chairman by secret ballot. The post of the first vice-speaker was received by Sergey Yuspin, the vice-speaker - Yury Semyonov. It should be noted that all six Duma committees were headed by United Russia representatives.

The powers of the Duma include: approval of the regional budget and programs for the socio-economic development of the region, the establishment of regional taxes and fees, the procedure for holding elections to local self-government bodies of the region, the procedure for managing and disposing of the property of the region, the implementation of legislative regulation on other issues within the powers of the subject of the Russian Federation . The Regional Duma controls the execution of the regional budget, the execution of the budgets of territorial state non-budgetary funds, approves the conclusion and termination of contracts of the Kaliningrad Region, and exercises other powers established by federal laws and laws of the Kaliningrad Region.
Elections of deputies of the regional Duma of the sixth convocation were held on September 18, 2016. The partners of the Kaliningrad Regional Duma are the State Council of the Republic of Tatarstan, the Legislative Assemblies of the Sverdlovsk and Orenburg Regions, the Kaluga, Kurgan Regional and Moscow City Dumas, the Duma of the Astrakhan Region and the Supreme Council of the Republic of Khakassia.
