All organizations, regardless of their form of ownership, are required to maintain military records of their employees. The head of the organization is responsible for the state of military registration in the organization. I. Responsibilities of citizens regarding military registration

3. Citizens who have received mobilization orders or summonses from the military commissariat are obliged to fulfill the requirements set out in them.

The work on the BGPZ is carried out by the following bodies:

Interim Internal Affairs Committee on issues of BGPZ and the working apparatus that ensures its activities;

territorial commissions (TC) of the SRF (NW) for the BGPZ of the Armed Forces of the Russian Federation (RF Armed Forces), federal executive bodies (FOIV), which have reserves and work in local self-government bodies and organizations, and the working apparatus of these commissions;

district commissions (RC) of local self-government bodies (NW) for the BGPZ of the Armed Forces of the Russian Federation, federal executive authorities, having reserves and working in local self-government bodies and organizations, and the working apparatus of these commissions;

BGPZ divisions in the Federal State Educational Institution and in organizations;

Ministry of Defense of the Russian Federation (military commissariats);

Federal Security Service of the Russian Federation and its agencies;

military registration units (MRU) of organizations.

The management of the work on BSPP in the Russian Federation is carried out by the Interim Internal Affairs Committee on BSPP issues.

The Interim Internal Affairs Committee on issues related to the BIPP is formed by a decree of the President of the Russian Federation, which also establishes the procedure for organizing work on the BIPP. The regulations on the Interim Internal Affairs Committee on issues of the BGPZ and its personnel are approved by resolutions of the Government of the Russian Federation.

The Labor Code is formed by the decision of the head of the administration (government) of the SRF. Its composition and functions are determined by the regulations on the Labor Code of the SRF, which is approved by the head of the administration (government) of the SRF after agreement with the Interdepartmental Committee on issues of the SRF.

In municipalities (MU), management of the work on BGPZ is entrusted to the corresponding district (city, district) commission (RC). The RK is formed by the head of the district municipality (administration). The composition of the RK and its functions are determined by the regulations on the RK, which is approved by the head of the district administration after its approval by the Labor Committee.

The working apparatus of the Republic of Kazakhstan is formed as a unit for the BGPZ as part of the mobilization body of the district administration. The number of working staff of the Republic of Kazakhstan must be at least 2 people. The personnel composition and functional responsibilities of the employees of the working apparatus are approved by a resolution of the head of the local self-government after agreement with the Labor Code.

The personnel composition and functional responsibilities of the organization’s VUP employees are determined by order of the organization’s head.

Responsibility for organizing the work to carry out the tasks assigned to the State Military Unit, local self-government and organization of military registration (VU) and BGPZ, the correctness and completeness of the reservation lies with the heads of the relevant bodies and organizations.

If an employee of the VUP temporarily leaves (on vacation, business trip, for treatment, etc.), the head of the organization appoints another employee to perform duties for the VU and BGPZ.

In this case, the newly appointed person is provided with all the documents necessary to perform this work, including:

forms of special VU in form N 4;

personal registration cards of military personnel and citizens subject to conscription for military service, according to forms N T-2 and T-2GS;

other documents necessary for the work of maintaining the VU and BGPZ.

The main functions of the VUP (or specially appointed employees) for BGPZ in organizations:

maintaining the educational qualifications of working (students) of the Civil Defense Forces and citizens subject to conscription for military service, according to the standards, methods and forms established by the International Military Commission on issues of the Civil Defense Forces, the Russian Ministry of Defense, Rosstat;

filling out and submitting to the Military Commission at the location of the organization the documents necessary to grant a deferment from conscription for military service upon mobilization and in wartime, the Civil Defense Forces of the RF Armed Forces;

issuance in the prescribed manner of documents on deferment from conscription for military service to reserved military personnel;

development and submission to higher authorities of subordination of substantiated proposals for draft lists of positions and professions (Form No. 1) and relevant information on the number of employees and reserved gas stations (Form No. 1a);

in special cases, sending to higher authorities of subordination applications for the provision of personal deferments from conscription to military service by the Civil Defense Forces (forms No. 2 and 2a);

submission in the prescribed manner of the necessary information and reporting on the work being carried out on the BGPZ;

development of action plans for the presentation of certificates of deferment from conscription for military service to reserved military personnel (Form No. 15) and compilation of lists of authorized persons from the structural divisions of the organization for the presentation of certificates;

conducting a systematic analysis of the wartime provision of organizations with labor resources from among the GPP and preparing proposals on this issue, drawing up plans for replacing specialists leaving during mobilization and in wartime (Form No. 16), developing and implementing the necessary measures to train personnel to replace the GPP, subject to conscription for military service.

On issues related to the BGPZ, the VUP of organizations interacts with the FOGV, the Executive Inspectorate of the SRF, the Labor Committee, the Republic of Kazakhstan and the VK.

Organizations dealing with gastrointestinal diseases must have the following information:

the total number of citizens working in the organization;

the number of working citizens required to fulfill the billing year plan;

the number of GPZs that have mobilization instructions and are subject to conscription for mobilization;

the number of gas stations intended to staff special units;

the number of reserved GPZs remaining to work in the organization during the period of mobilization and in wartime;

the number of GPZs that can be moved to positions in place of GPZs subject to conscription upon mobilization;

the number of drivers leaving with and without supplied equipment, and the number of drivers remaining in the organization.

The basis for carrying out work on BGPZ for the period of mobilization and during wartime in the organization is:

the presence of mobilization tasks (orders) for the supply of products (performance of work, services) for the state needs of the Russian Federation, established by decisions of the President of the Russian Federation, the Government of the Russian Federation and federal executive authorities, placed on an agreement (contract) basis and financed during the period of mobilization and in wartime for federal budget account;

the presence of mobilization assignments (orders) for the supply of products (performance of work, services) for the state needs of the SRF, established by decisions of the Executive Directorate of the SRF, placed on a negotiated (contractual) basis and financed during the period of mobilization and in wartime from the budgets of the SRF;

the presence of mobilization tasks (orders) for the supply of products (work, services) for local needs, established by decisions of local self-government bodies, placed on a negotiated (contract) basis and financed during the period of mobilization and in wartime from local budgets;

participation in the implementation of mobilization tasks (orders) for the supply of products (performance of work, services) for the state needs of the Russian Federation, the SRF or for local needs for cooperation;

the presence of wartime tasks within the powers of organizations established by the FOGV or JIV SRF or local self-government bodies, financed during the period of mobilization and in wartime from the relevant budgets;

continuation of activities in wartime in the interests of ensuring the defense of the country and the security of the state, the livelihoods of the population and the sustainable operation of government bodies, local self-government bodies and the economy, confirmed by decisions of the Federal State Institution, the Executive Directorate of the SRF and the local self-government government.

Decisions on the organization of work on BGPZ in organizations during the period of mobilization and during wartime are made by the Interim Internal Affairs Committee on issues of BGPZ, FOGV, Labor Code of the SRF based on the specified criteria.

With the announcement of mobilization, leaders are obliged to:

provide reserved military personnel with certificates of deferment from conscription for military service upon mobilization and during wartime;

within 7 days, submit to the Military Commission at the location of the organization in the prescribed manner blank forms of special military registration (Form No. 4), certificates of deferment from conscription for military service that were not handed over to the reserved GPZ of the Armed Forces of the Russian Federation, certificates of deferment from conscription for military service on mobilization in wartime (Form No. 9).

The granting of deferments from conscription for military service of the Civil Defense Forces in wartime is carried out taking into account the following features:

deferments from conscription for military service issued during mobilization and in wartime remain in force provided that the civil servants continue to work in those positions for which they were granted deferments from conscription;

from the first day and for the entire period of mobilization, the BGPZ, called up for the mobilization of the Russian military organization of ages, which in peacetime for some reason were not reserved within the time limits established by the Instructions, is terminated...;

persons previously declared unfit for military service, if found fit for military service during medical re-examination, are subject to reservation on a general basis;

persons dismissed from military service in a military organization of the Russian Federation in wartime for health reasons with an indication of the period for medical re-examination, if they are recognized as fit for military service after the specified period, are not subject to reservation.

    Reservation of citizens in the reserves is the implementation by state authorities, local governments and organizations of a set of measures aimed at providing them with labor resources during the period of mobilization and in wartime and consists of providing certain categories of working citizens in the reserves with a deferment from conscription for military service upon mobilization and in wartime.

    The main task of reserving citizens in the reserves is to assign them, for the period of mobilization and in wartime, to government bodies, local governments, as well as to organizations of managers, specialists, highly qualified workers and employees from among the citizens in the reserves, through advance and rational their distribution among the Armed Forces of the Russian Federation, other troops, military formations, bodies and special formations created for wartime, as well as state authorities, local governments and organizations.

    Reserved citizens who are in the reserve are exempt from conscription for military service upon mobilization and subsequent conscription in wartime, as well as from conscription for military training for the duration of the deferment granted.

    Exemption from conscription of citizens in the reserve for military service upon mobilization and in wartime may be granted for the entire expected period of military operations in modern conditions (but not more than 6 months).

    Citizens who were not called up for military service for any reason and enlisted in the reserves can be reserved only when they reach 27 years of age.

    Citizens who are in the reserve and have the right to a deferment from conscription, but who are not enrolled in special military registration due to their failure to register deferments due to the fault of the administration, are subject to conscription upon mobilization.

    Reservations for citizens staying in reserve are carried out on the basis of the following principles:

    Taking into account the need to provide labor resources for the period of mobilization and in wartime from among citizens in reserve, government bodies, local governments and organizations, as well as the need for staffing the Armed Forces of the Russian Federation, other troops, military formations, bodies and special formations created for wartime;

    Priority reservation of citizens who are in reserve, working in organizations with a mobilization task, and also ensuring the livelihoods of the population;

    Establishment of restrictions in granting a deferment from conscription to citizens who are in the reserve, intended to supplement military units and teams of constant readiness of the Armed Forces of the Russian Federation, other troops, military formations, bodies and special formations created for wartime, as well as citizens who are in the reserve, having especially scarce military specialties.

    Reservation of citizens in reserve includes the following basic work:

    Maintaining military records of military personnel at the place of their work (study);

    Determining the number of managers, specialists, highly qualified workers and employees (students) from among the citizens in reserve required for the period of mobilization and in wartime;

    Development of lists of positions and professions for which citizens in the reserve are reserved;

    Registration of documents for reserved citizens who are in reserve for the right to a deferment from conscription for military service and placing them on special duty. military registration;

    Maintaining special military records of reserved citizens in reserve at military commissariats at their place of residence;

    Analysis of the provision of state authorities, local governments and organizations with labor resources for the period of mobilization and in wartime from among citizens in the reserve and reporting on the work carried out on the reservation of citizens in the reserve; management, control, regulatory and methodological support for reservation work citizens who are in reserve in the Russian Federation are carried out by the Interdepartmental Commission on the reservation of citizens who are in reserve of the Armed Forces of the Russian Federation, federal executive bodies that have reserves, and who work in state authorities, local governments and organizations (hereinafter referred to as the Commission).

    Reservation of citizens in the constituent entities of the Russian Federation and municipalities (cities, districts, districts) is organized by territorial commissions, district commissions, narrowed sessions and their working apparatuses from the mobilization bodies.

    Functions of organizations:

    Keep records of working (student) citizens in the reserves and citizens subject to conscription for military service, according to the standards, methods and forms established by the Ministry of Defense of the Russian Federation, the Federal State Statistics Service and the International Military Commission;

    Draw up and submit to the military commissariats at the location of the organizations the documents necessary to provide a deferment from conscription for military service to reserved citizens who are in the reserves;

    Issue, in the prescribed manner, to citizens in the reserves reserved for organizations, documents on deferment from conscription for military service;

    Send to higher authorities of subordination, in special cases, petitions to provide citizens in the reserves with personal deferments from conscription for military service, as well as reasonable proposals for changes and additions that are advisable to make to the lists of positions and professions;

    Provide, in the prescribed manner, the necessary information and reporting on the work being done to book citizens in reserve;

    Conduct a systematic analysis of the provision of organizations with labor resources in wartime from among citizens in reserve, and prepare proposals on this issue to district commissions, draw up plans for replacing specialists who leave during mobilization and in wartime, develop and implement the necessary measures for training personnel for replacement of citizens who are in the reserve and subject to conscription for military service.

    Reserved GPZ are exempt from conscription for military service upon mobilization, and subsequent conscription in wartime, for the duration of the granted deferment (up to six months), as well as from conscription for military training.

    The grounds for granting a deferment from conscription for military service upon mobilization and in wartime are:

    lists of positions and professions for which citizens in the reserve are reserved;

    resolutions of the Commission establishing the conditions and procedure for booking citizens in reserve;

    resolution of the Commission on the provision of personal deferment to individual citizens in reserve.

    Granting a deferment from conscription for citizens in the reserves is subject to cancellation in the following cases:

    Decisions on this by the Interdepartmental Commission on the reservation of citizens in reserve;

    Transfer of a citizen who is in the reserves to a position for which a deferment from conscription according to the list of positions and professions is not provided;

    Transfer of a citizen who is in the reserves and has a personal deferment from conscription to another position;

    Changes in military registration characteristics (military specialty, military rank, age, composition or profile), as a result of which citizens in the reserve lose the right to a deferment;

    Exclusion of a citizen who is in the reserve from military registration due to illness or upon reaching the age limit for being in the reserve;

    Dismissal of a citizen who is in the reserves from an organization in which a deferment from conscription was granted;

    Expulsion of students, trainees, cadets and graduate students from an educational institution of vocational education in which a deferment from conscription was granted;

    Departure of a reserved citizen who is in reserve abroad for a period of more than three months;

    Liquidation of the organization.

    Officials guilty of failure to fulfill duties for military registration and reservation of citizens in reserve bear responsibility in accordance with the legislation of the Russian Federation.

    The conditions of reservation and the reservation of citizens in reserve are determined by the list of positions and professions and are carried out by positions held or by working professions.

    In the event that the list of positions and professions provides for restrictions on the reservation of citizens in the reserve by age, they are granted a deferment from conscription after January 1 following the year in which the citizens in the reserve reach the age specified in the list of positions and professions years.

    The management staff of state authorities, local self-government and organizations and their structural divisions are subject to reservation in cases where positions have different names in relation to those indicated in the lists of positions and professions.

    For example, if the list of positions and professions indicates the following positions: “directors of associations and factories, research institutes, NPOs, centers, heads of trusts, heads of departments,” and according to the staffing table these positions are called: “general directors, director of research institutes - General Director of NPOs, managers , managers, managers”, then in this case the latter are subject to reservation according to the conditions established for directors, supervisors, etc.

    In cases where the lists of positions and professions provide for reservation conditions for citizens who are in the reserve, occupying the positions of “engineers, designers, technologists, economists, controllers, inspectors, technicians, researchers, laboratory assistants, nurses, etc.”, then under these conditions, citizens who are in the reserve, occupying the positions of chief, leading, senior and all categories, engineers, designers, technologists, economists, controllers, inspectors, technicians, researchers, etc., as well as junior researchers, are also reserved, junior laboratory assistants, senior laboratory assistants, chief laboratory assistants, chief operating nurse, senior operating nurse, operating nurse, if these positions are not allocated as independent items on the list of positions and professions.

    In cases where the lists of positions and professions indicate the positions of “engineers”, “technicians”, “mechanics”, “drivers”, “specialist doctors”, etc., citizens who are in reserve are also subject to reservation under these items holding full-time positions with double or triple titles: “engineers - designers - testers”, “technicians - planners”, “mechanics - installers”, “drivers - radio operators”, “cardiovascular surgery doctors”, “anesthesiologists - resuscitators” , “traumatologists - orthopedists”, “allergists - immunologists”, etc., if these positions are not designated as independent ones.

    Reservation of citizens who are in the reserve and have working professions is carried out according to the tariff categories assigned to them, indicated in the list of positions and professions, if these professions are not allocated as a separate item in the list of positions and professions.

    Workers whose professions coincide with the names of specialist positions (for example: “mechanics, power engineers, electricians, operators, controllers”, etc.) are subject to reservation under the conditions provided for workers of the corresponding categories.

    Citizens who are in the reserve, working in organizations as drivers of motor-tractor, road-building and lifting-and-transport equipment, intended according to the orders of the military commissariat for delivery upon mobilization to the Armed Forces of the Russian Federation, other troops, military formations, bodies and special formations created for wartime, Deferments from conscription are not provided, regardless of the reservation conditions provided for in the lists of positions and professions.

    Citizens who are in the reserve, appointed as temporary performers for regular vacant positions of management or specialists (directors, shop managers, foremen, etc.) are booked on an equal basis with employees approved in these positions.

    The restrictions in the reservation of reserve officers by age (by rank) provided for in the list of positions and professions apply not only to citizens in the reserve who have the military ranks indicated in the list of positions and professions, but also to all citizens in the reserve having military ranks lower indicated.

    For example, if, according to the list of positions and professions, deferments from conscription are provided for reserve officers, inclusive “Up to major, over the age of 40,” this means that in this case all reserve officers with military ranks from junior lieutenant to major inclusive and equal to them are reserved over the age of 40 years.

    If, according to the lists of positions and professions, deferments from conscription are provided for reserve officers, inclusive “Up to captain except 1st category reserve,” then in this case all reserve officers of the 1st category who have military ranks from junior lieutenant to captain inclusive and equal.

    To carry out the work of reserving citizens in reserve, organizations receive, in accordance with the established procedure, approved lists of positions and professions (or extracts from them).

    Based on the documents received, military registration units (or specially designated employees) of organizations are obliged to:

    Introduce adopted changes and additions to the lists of positions and professions (extracts from them) with the obligatory indication of the date and number of the resolution (order) of the Interregional Commission;

    Determine, on the basis of military registration data on personal cards (form No. T-2), citizens in the reserve who are subject to reservation according to the list of positions and professions (extracts from them) or according to individual resolutions and orders of the Ministry of Military Commissions;

    Receive military tickets against receipt (form No. 12) from citizens in reserve subject to reservation;

    Fill out certificates of deferment from conscription for mobilization and for wartime and notices of the enrollment of citizens in the reserves for special military registration (Form No. 4) and, within ten days, issue them deferments from conscription for mobilization and for wartime in the prescribed manner.

    The following requirements must be met:

    Certificates and notices are filled out in ink (paste) of the same color, no erasures or erasures are allowed, all changes are also made in ink (paste), and changes can be made no more than twice;

    In the notice, the lines “home address of the citizen who is in the reserve” and “the name of the military commissariat where the citizen who is in the reserve is registered with the military” are filled in in pencil;

    When filling out certificates and notices of deferment, it is necessary in the line “a deferment from conscription into the Armed Forces of the Russian Federation for ___ months is provided” to indicate in words for how long according to the list of positions and professions, a resolution (order) of the Ministry of Internal Affairs or a notice of personal deferment of a citizen who is in the reserve , (Form No. 3) a deferment is granted. If in the lists of positions and professions the period is not indicated or the period is indicated “for the entire duration of the war,” then this line should indicate “six » months from the date of mobilization announcement;

    For workers from among the citizens who are in the reserve, subject to reservation according to items on the list of positions and professions in which production specialties are not specified, in the line “in position” it is enough to indicate “worker of __ category”;

    Sign and certify with the official seal the completed forms for notifications of enrollment in special military registration (form No. 4) of citizens in the reserves;

    Deliver completed special military registration forms (form No. 4), personal cards, military ID cards to the military commissariat at the location of organizations for registration of deferments from conscription and hand them over against signature in the book of registration of transfer of special military registration forms, military ID cards and personal files (form No. 1), in addition, deliver special notices to citizens in the reserves for whom personal deferments from conscription are issued (form No. 3);

    Receive from the military commissariats issued certificates and notifications for citizens in the reserve, about which employees of organizations sign in the book of registration of the transfer of special military registration forms, military IDs and personal files (form No. 11), indicating the date of return acceptance of documents;

    Send, within five days, notifications about the enrollment of reserved citizens who are in the reserves for special military registration at the military commissariats, where they are registered with the military;

    Make appropriate entries in the book for recording special military registration forms (form No. 13) about the use of notices;

    Enter in pencil on the personal card (form T-2) of the reserved citizen who is in reserve, in the line “ is on special military registration" series and number of the deferment certificate, number of the list and profession, item and section of the list of positions and professions, resolution (instruction) of the International Military Commission on which the reservation of a citizen in the reserve was issued, and the date of registration of the deferment from conscription for military service by the military commissariat. Citizens who are in reserve, not booked for any reason, are advised to make notes in this line: having mobilization instructions - “MP assigned to a team with the index “300” - “team 300”, as well as restrictions on military training, age , military rank and position, the date of transfer to the reserve of officers who served in the Armed Forces of the Russian Federation for two or three years, about work in road transport, subject to delivery to the Armed Forces of the Russian Federation according to the orders of military commissariats, about enrollment in special formations, etc. ;

    Arrange the certificates of deferment from conscription (form No. 4) for reserved citizens who are in reserve, by workshop, department, service and other structural units, as well as alphabetically and in an order that ensures the possibility of quickly delivering them to citizens who are in reserve, store them according to the rules established for working with secret documents;

    Return military tickets to citizens in reserve within five days against receipt (Form No. 12).

    Citizens who are in the reserve, when receiving military IDs from employees of military registration units, return the received receipts for the returned military ID.

    When canceling conscription deferments for citizens in the reserves, employees of the military registration unit of the organization are obliged to:

    Notify within five days the military commissions in which citizens in the reserves are registered, the date and reason for the cancellation of the submitted deferments from conscription;

    Redeem certificates of deferment from conscription (form No. 4) and cancel marks in personal cards on the enrollment of the Civil Defense Forces for special military registration;

    Hand over canceled draft deferment certificates (form No. 4) to the military commissariat at the place of their registration for destruction in the prescribed manner;

    Make appropriate entries in the book for recording special military registration forms (form No. 13) about the use of draft deferment certificates.

    When receiving notifications from military commissariats (Form No. 4) for citizens in the reserve who have changed their place of residence, employees of the military registration departments of organizations check with citizens in the reserve their new home addresses, check whether they are registered with the military military commissariat at the new place of residence, make appropriate changes to the notice of enrollment in special military registration and send notices to military commissariats in which citizens in the reserve have registered for military registration, for the enrollment of these citizens in the reserve in special military registration .

    When reserved citizens who are in the reserve leave for business trips, for study, on vacation or for treatment for a period of more than three months while retaining their positions, employees of military registration units of organizations issue them with certificates (form No. 4) for the duration of the departure, against receipt in the statement for the issuance of certificates (form No. 9a), and notifications for these citizens in reserve received from military commissariats are stored in organizations until their return.

    According to these certificates, citizens who are in the reserve, at the place of business trip, study, vacation or treatment, after being registered with the military, are enrolled in a special military registration by the military commissariat.

    Citizens who are in the reserve, who are full-time students in state, municipal or have state accreditation in the relevant areas of training (specialties) of non-state educational institutions of higher and secondary vocational education, graduate students of educational institutions of vocational education, research, design, design and other organizations of the penultimate and final courses (years) of study, deferments from conscription are granted regardless of age, military rank, composition, profile and military specialty, unless the lists of positions and professions provide for other reservation conditions.

    Enrollment of this category of citizens in the reserve for special military registration in peacetime is carried out according to lists (form No. 14) signed by the heads of the relevant higher and secondary educational institutions of vocational education, and organizations that are sent to military commissariats at the place of residence of citizens staying in in stock, once a year by November 1st. Second copies of the lists are kept in the files of these institutions. In the personal cards of reserved citizens who are in reserve, in the line “is on special military registration” the following is indicated: “List No.____, section No.____, item No.____, list of refs. No.__, date, year, filed in case No. _.” Certificates of deferment from conscription for citizens in the reserves and notices of enrollment in special military registration of the specified category of citizens in the reserves are not filled out in peacetime. With the announcement of mobilization, certificates and notices are filled out for them (form No. 4) and deferments from conscription of citizens in the reserves are issued at military commissariats in the prescribed manner.

    About citizens who are in the reserve, who are on special military registration, but for some reason have lost the right to deferments from conscription, the heads of organizations inform the military commissariats within five days, indicating the reasons for canceling their deferments.

    When moving reserved citizens who are in the reserve to other positions in the same organization, changing qualifications or military registration characteristics (military specialty, military rank, age, composition and profile), giving the right to reserve them for new positions, provided they continue to receive deferrals. In these cases, employees of the military registration unit of the organization are required to make the necessary changes to the certificates (Form No. 4) within ten days and submit them to the military commissariat. These changes are signed by the military commissar and certified by the official seal of the military commissariat. When making changes to the certificates of deferment from conscription for reserved citizens who are in the reserves, the organization is obliged to notify the military commissariats at their place of residence within five days the contents of the changes for inclusion in the notifications (Form No. 4).

    Deferments from conscription are not reissued and corrections to certificates and notices are not made when transferring reserved citizens who are in reserve:

    Workers for other working specialties (or changes in grades), if the basis for granting a deferment (item in the section of the list of positions and professions) does not change,

    From auxiliary workshops to the main production workshops and, conversely, from the main workshops to auxiliary ones, if citizens in reserve retain the right to reserve and this does not cause a change in the basis (item in the section of the list of positions and professions) for granting a deferment,

    Within the organization for temporary work for up to three months while retaining positions for which citizens who are in reserve are reserved.

    In peacetime, organizations develop action plans for the delivery of certificates of deferment from conscription for mobilization and in wartime to reserved citizens who are in the reserve (Form No. 15), and the required number of forms for the issuance of certificates of deferment from conscription for military service of citizens is prepared. staying in the reserves (Form No. 9), which are filled out in the process of issuing citizens in the reserves certificates of deferment from conscription of citizens (Form No. 4).     All organizations are required to submit annual reports (Form No. 6) on the number of working and reserved citizens in reserve.

    The composition and timing of reporting can be clarified annually by resolutions and orders of the International Commission for Internal Affairs.

    The report on Form No. 6 and the analysis are compiled and conducted as of December 31 of the reporting year and are the main annual documents on the state of work on the reservation of citizens in reserve and the provision of organizations with labor resources for the period of mobilization and in wartime and are submitted to local governments .

    All work related to the reservation of citizens in reserve for the period of mobilization and for wartime is carried out in strict accordance with the Instructions for reservation for the period of mobilization and for wartime of citizens of the Russian Federation who are in the reserve of the Armed Forces of the Russian Federation, federal executive bodies authorities who have reserves and work in state authorities, local governments and organizations, approved by the Resolution of the Interdepartmental Commission on the reservation of citizens in reserve, dated December 22, 1999 No. 144.

    Reports on Form No. 6 are classified as “Secret” if the number of reserved citizens who are in reserve and working in the organization is more than or equal to 300 people.

    The same information on an organization where the number of people booked is less than 300 people may be classified as documents marked “For official use.”

    Extracts from lists of positions and professions should be classified as documents marked “For official use.”

    Heads of organizations are obliged to allocate specially equipped premises and iron cabinets for employees of military registration units to ensure the safety of documents. All reservation documents for citizens staying in reserve with the stamp “Secret” are assigned the letter “M”.

    Training of specialists on issues of military registration of citizens and reservation of citizens in reserve in the Russian Federation is organized on the basis of the Institute for Advanced Training of Managers and Specialists of the Ministry of Fuel and Energy of the Russian Federation.

    Military registration of citizens in organizations is carried out using personal cards of employees (form N T-2, section 2) and (or) personal cards of state (municipal) employees (form N T-2 GS (MS), section 2), approved in the prescribed manner (hereinafter referred to as personal cards).

    The procedure for maintaining and storing personal cards of citizens,

    registered with the military

    1. Personal cards for employed citizens registered with the military are placed in the appropriate sections of a separate file cabinet:

    the first section - personal cards for reserve officers;

    the second section - personal cards for soldiers, sailors, sergeants, foremen, warrant officers and midshipmen of the reserve;

    the third section - personal cards for female reservists;

    the fourth section is personal cards for conscripts.

    The card file of personal cards of citizens registered is built alphabetically.

    2. If an organization has more than 500 citizens registered with the military, the personal cards of those liable for military service who have mobilization orders and marks in military IDs about the delivery of mobilization orders are placed in the fifth section of a separate card file.

    The fifth section of a separate card index of personal cards of those liable for military service who have mobilization orders (marks on military IDs about the delivery of mobilization orders) is built by team (batch) on the basis of the data in subparagraph a of paragraph 7 “Is on the military register: a) general (number of team, party)” section II. “Information about military registration” on a personal card, and in teams - alphabetically.

    Military commissars of municipalities are given the right to establish a different procedure for constructing the fifth section of a separate card index of personal cards of those liable for military service who have mobilization orders and marks in military cards about the delivery of mobilization orders, based on local conditions.

    3. Personal cards for citizens who have reached the age limit for being in the reserves, and citizens declared unfit for military service due to health reasons, are withdrawn from the corresponding section of a separate file of the Civil Defense Forces.

    4. In paragraph 8 of Section P. “Information on military registration” of the personal cards of citizens who have reached the age limit for being in the reserve, the mark “removed from military registration due to age” is made, and in the personal cards of citizens recognized as unfit for military service due to their condition health - “removed from military registration due to health reasons.”

    When citizens are dismissed from work (expelled from educational institutions), the personal cards of dismissed (expelled from educational institutions) persons liable for military service and conscripts are removed from the organization's file cabinet and handed over to the archives.

    Absolutely all employers have the obligation to organize military registration, and its purpose is to meet the needs of the state and help manage available resources during hostilities (in wartime). But first of all, it is necessary to study the documents that regulate the procedure for maintaining military records in the organization. Please note that officials regularly update the regulatory framework, adding new responsibilities for employers, so keep an eye on the amendments.

    Currently, military registration is carried out on the basis of the following legal acts:

    • Federal Law of May 31, 1996 No. 61-FZ “On Defense”;
    • Federal Law of February 26, 1997 No. 31-FZ “On mobilization preparation and mobilization in the Russian Federation”;
    • Federal Law of March 28, 1998 No. 53-FZ “On Military Duty and Military Service”;
    • Decree of the President of the Russian Federation of August 14, 1992 No. 890 “On the organization of work on the reservation of citizens of the Russian Federation who are in the reserve of the Armed Forces of the Russian Federation, federal executive bodies that have reserves, and who work in government bodies, local governments and organizations”;
    • Decree of the Government of the Russian Federation of November 27, 2006 No. 719 “On approval of the Regulations on military registration”;
    • Decree of the Government of the Russian Federation dated March 17, 2010 No. 156 “On approval of the Rules for the reservation of citizens of the Russian Federation who are in the reserve of the Armed Forces of the Russian Federation, federal executive bodies with reserves, and working in government bodies, local governments and organizations”;

    Military registration work (MAR) is conventionally divided into the following categories:

    1. General military registration.
    2. Special military registration - reservation of citizens liable for military service who are in the reserve (SGP).

    Organization of military registration in the organization. Step-by-step instruction

    Step 1. Appointment of the person responsible for military registration

    Maintaining military records in an organization must begin with the issuance of an order and the appointment of a responsible person, as well as persons who will carry out records during the absence of the main responsible person. As a rule, this work is carried out by personnel department employees, and in small companies - by a manager or even an accountant.

    Example of an order

    Based on Government Decree No. 719 dated November 27, 2006, those responsible for accounting are appointed based on the following standards:

    • 1 employee performing part-time duties - if there are less than 500 citizens registered with the military;
    • 1 exempt employee - if 500-2000 citizens are registered;
    • 2 exempt employees (military registration table) - if there are from 2000 to 4000 citizens registered with the military;
    • 1 exempt employee for every subsequent 3,000 citizens registered.

    A copy of the order on those responsible for registering those liable for military service will need to be submitted to the local military commissariat (MC). VK must also be notified of subsequent changes.

    A personnel service employee or other person must include in the employment contract and job description the corresponding responsibilities for maintaining military records.

    Step 2. Decide who to work with

    All citizens of the Russian Federation are required to be registered with the military (Clause 1, Article 8 of the Federal Law of March 28, 1998 No. 53-FZ). Exceptions are persons:

    • those undergoing military service;
    • those serving a sentence of imprisonment;
    • females who do not have a military specialty;
    • permanently residing outside the Russian Federation.

    In accordance with Government Decree No. 719, Methodological recommendations for maintaining military records at enterprises, approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2018, it is necessary to take into account:

    • men of military age (18-27 years old) not enrolled in the reserves;
    • male representatives in reserve;
    • employees who studied at military departments in vocational educational institutions;
    • persons exempt from conscription;
    • men over 27 years of age who did not complete service due to deferment;
    • citizens discharged from the army;
    • workers who served alternatively;
    • women who received military specialties.

    If it turns out that the employee is not registered with the military, although he should, the employer will have to notify the military commissariat about such a citizen within two weeks. A new obligation appeared for companies on February 17, 2019, when Federal Law No. 8-FZ dated February 6, 2019 came into force. Another duty is to give the employee a referral to the military registration and enlistment office for military registration.     Please note that the employer is required to maintain military records, including for external part-time workers. All rules apply to them.

    If the organization carries out reservations for citizens who are in the reserve, then in addition to general military registration, special military registration is also carried out. For this purpose, documents are additionally developed and maintained in accordance with the appendices to Instruction No. 664c dated 02/03/2015.

    Step 3: Contact your local commissioner

    If military registration at the enterprise has not been kept before or the company has been created recently, first you need to arrange a meeting at the local military commissariat. As a rule, VK employees are ready to provide introductory training on the topic of military registration, issue methodological instructions and the necessary forms, as well as advise the responsible employee on complex or controversial issues in this matter.

    Military registration and reservation in an organization that is a branch is maintained at its location. If this is not possible and if necessary, the data is transmitted by mail from the head office.

    Document flow for military accounting work

    The company where the accounting is carried out provides in VK:

    • information about hired or dismissed citizens who are or are required to be registered with the military (within two weeks);
    • lists of men who will turn 17 next year (every year - until November 1), as well as annually in September - lists of young people 15 and 16 years old.

    The main military registration documents, on the basis of which section II of the personal card of form No. T-2 is filled out, are:

    • for citizens in the reserve - a military ID (temporary certificate issued instead of a military ID);
    • for citizens subject to conscription for military service - a certificate of a citizen subject to conscription for military service.

    The employing company is required to create and maintain the following accounting documents:

    • order on the organization of military registration and reservation of citizens in reserve;
    • work plan for maintaining military records and booking citizens in reserve;
    • a file cabinet of personal cards of forms No. T-2 and No. T-2 GS for citizens in the reserves and citizens subject to conscription for military service;
    • a log of checks on the status of military registration and reservation of citizens in the reserve;
    • receipts for receipt of military registration documents and counterfoils from them;
    • organization registration card (KUO form No. 18);
    • other documents in accordance with the requirements established by federal executive authorities, executive authorities of constituent entities of the Russian Federation, local government bodies and heads of enterprises.

    In addition, the employer is obliged to conduct explanatory work with employees subject to registration. According to paragraph 27 of the Methodological Recommendations, employees must be provided, among other things, with background information on mobilization and preparation for it.

    Modern software products allow you to automate part of the VUR, generate and print various documents on military registration.

    Practical part

    When applying for a job, in accordance with Article 65 of the Labor Code, the applicant is required to present a military ID. In practice, candidates may evade this obligation, citing the fact that the military ID is in the military registration and enlistment office, is lost, there are no forms, etc. In this case, the employer may refuse to conclude an employment contract with the applicant, at least until all documents. The employer can also meet halfway and take a written receipt from the future employee, which indicates the deadline for submitting the document.

    Another option is to independently contact the military registration and enlistment office at the employee’s place of registration with a request about his status or with information about the lack of appropriate documents and marks in an already hired employee.

    In any case, the absence of a military ID must be recorded in writing in order to protect the company from administrative liability for violating the requirements of the law on registration of military personnel.

    When concluding an employment contract, the employer is obliged to check the presence of a mark of registration in the military registration and enlistment office at the place of residence in the passport, a valid military ID or registration certificate. Nonresident workers are required to report to the military registration and enlistment office within 2 weeks from the date of receipt of temporary registration. If temporary registration is for a period of more than three months, then attendance at the military registration and enlistment office is mandatory.

    The responsible person makes a copy or scans the military ID in full or from all pages on which there are entries.

    Reservation of citizens in reserve (GPZ)

    Step-by-step instructions for maintaining military records in organizations also include such a separate area as booking citizens in the reserves. Its goal is to provide personnel and labor resources during the period of mobilization and in wartime. Reservation consists of providing citizens in the reserve (managers, specialists, highly qualified personnel) with a deferment from conscription for military service in wartime.

    Reserved citizens who are in the reserve are also subject to registration, but they are exempt from conscription for military service upon mobilization and subsequent conscription in wartime for the duration of the deferment granted, as well as from conscription for military training.

    Regulatory and methodological support and control over this is carried out by the Interdepartmental Commission of the Armed Forces of the Russian Federation, federal executive bodies that have reserves and work in government bodies, local governments and private companies.

    To reserve citizens in reserve, the employer is sent approved lists of positions and professions (extracts from the lists) and extracts from regulatory documents.

    Relevant decisions are made at meetings of the mobilization commission in the special events department (in the administration of the municipality) with the direct participation of a representative of the VC department. Subsequently, this decision is communicated to the enterprise by handing it over to an authorized person of the employer against signature.

    Form No. 4 (certificate of deferment) with a power of attorney from the enterprise is issued at the local VC. Workers are booked according to a special list, which specifies the requirements for the GPP - profession, age, rank. After selecting qualified personnel in the company's staff, you must fill out a form.

    Reporting for employers

    Companies provide accounting reports:

    • to federal government agencies or head office;
    • to the city commission for the reservation of citizens in reserve;
    • to the department of the military commissariat at the location (legal address) of the company.

    Annual reporting documents on the status of work on booking the gas processing plant are:

    • a report on the number of working and selected citizens in the reserve, compiled according to Form No. 6;
    • report (explanatory note) on the state of work in this area for the reporting period;
    • registration card (form No. 18).

    Reports are compiled as of December 31 of the reporting year and must contain complete and reliable information.

    Enterprises that do not make reservations provide Form No. 18 as a report.

    Monitoring the implementation of legislation

    In large companies (more than 500 employees), inspections are carried out once a year. Inspections for small enterprises (less than 500 people) are carried out once every 3 years. The regularity of inspections largely depends on the activity of the local VC, so it is safer to fill out all the necessary accounting documents in a timely manner and carry out planned activities.

    Inspections are carried out by representatives of the military registration and enlistment office or local government bodies. They must evaluate the military registration work of a legal entity for compliance with the requirements of Russian legislation. In addition, they control the accuracy and completeness of the documents provided (after gaining access to employees’ personal cards and work plans). The results of the inspection are reflected in a special journal in the form of an assessment.

    Refusal to comply with the requirements of the law may result in liability on the grounds.
