In addition, the state fee for a foreign passport also depends on the age of its holder (for children, the cost of a foreign passport is less).

  • in case of submitting an application to the Federal Migration Service at the place of permanent residence, the production time for a foreign passport will not exceed one month (as a rule, in the case of an electronic application (on the public service portal) - 2-3 weeks);
  • if you submitted an application to the Federal Migration Service at the place of temporary registration or actual stay, then the period for producing a foreign passport in this case can be up to four months (in practice, such delays rarely occur, usually the document is ready in 1-1.5 months).

  • Serving a criminal sentence
  • The presence of legal proceedings with the participation of a citizen (if he is accused or is only suspected of committing a crime)

In any case, the same list of documents is submitted.

Replacement of international passport when changing surname

How to extend the validity of a foreign passport

Renewing a foreign passport is an impossible procedure - upon expiration of the validity period of the foreign passport, it will have to be changed to a new one in any case. Although it will not act as an identity document, you can confirm your ability to enter countries with a visa regime.

What to do if your passport is lost abroad

If you lose your international passport outside of Russia, you must immediately contact the nearest police station, where you can obtain a certificate confirming the loss of the document. After this, with the received certificate, you need to contact the nearest Russian consulate, where you will fill out 3 documents:

  1. Certificate of return to the Russian Federation (after returning to Russia, it will need to be submitted to your local police department within 10 days).
  2. A notary-certified translation into Russian of a certificate of loss of a foreign passport (this document will be required to obtain a new passport).

Is it possible to get a temporary passport while a new one is being made?

No, there is no such possibility. If you are planning an international trip that coincides in time with the expiration date of your international passport, then the procedure for exchanging your international passport must begin in advance, but not earlier than six months before the expiration date of your international passport.

Temporary foreign passports are not used in the Russian Federation. Sometimes this concept is confused with the concept of “foreign passport for temporary travel abroad,” that is, the same foreign passport that is used by most Russians for tourist trips (there is also a foreign passport for permanent residence abroad - this is the same document, but with an additional stamp from the Federal Migration Service ).

After the collapse of the Soviet Union, several independent countries were formed, the relationship between which, unfortunately, is not entirely good. For example, Russian citizens will need to apply for not only a foreign passport, but also a Schengen visa. The same applies to citizens and.

Such measures are associated with a large influx of migrants into Russian territory from these countries. For Russian citizens, the only countries in the post-Soviet space are Belarus, Kazakhstan, Kyrgyzstan, South Ossetia and Abkhazia. But what about our old friend – Ukraine?

Recently, relations between Ukraine and the Russian Federation have become very tense. The aggravation of relations greatly affected the exchange of goods and free passage between the two states.

Now everyone who is going to visit Ukraine will have to prepare for the visit in advance. It will be mandatory. If you are traveling to this country as a diplomat or an employee on a ship or plane, then it is not necessary to have a foreign passport with you; a special document that confirms your position will be sufficient.

Required documents for travel

Another mandatory factor is confirmation of your solvency. In order for you to be allowed to enter the territory of Ukraine, you must provide any evidence that you can support yourself and your fellow travelers (if any). As evidence you can provide:

It is also advisable to take with you a document that confirms your presence in this country.

Imagine this situation: today you have a wedding, and tomorrow you have a honeymoon trip to the Maldives or Phuket. That is, the wife has a new surname, but the old surname is indicated in both the Russian and foreign passports. How to be? Will they allow you to go abroad if your passport information is not formally correct? In fact, there is no reason to worry. You can easily pack your bags and think about tropical beaches.

5 questions about your passport after changing your last name

I already have air tickets in my hands and a visa in my passport. But yesterday I changed my last name at the registry office. Will they let me go abroad?

Yes, they will let you in. To travel abroad you only need a passport. Nobody will ask you for your internal Russian passport. Therefore, it does not matter at all what the surname is on it or on the marriage certificate. It is important that the last name on the international passport matches the one indicated on the air ticket.

Do I need to change my passport after changing my last name?

Yes need. However, you can change your international passport only after receiving a general passport with a new surname. By the way, your general passport must be changed within a month after marriage, otherwise you will have to pay a fine.

Also, if you changed your general passport, but your foreign passport remained with your old last name, then you can freely continue to fly to (Montenegro, Georgia or Thailand), where no one will ask you for your Russian passport. But if you want to go to a visa country (Schengen countries, USA or UK), then to apply for a visa you will have to provide a general passport, where the last name does not match the passport. In this case, you need to immediately change your passport.

Based on what law do you need to change your passport?

According to the Order of the Federal Migration Service (FMS of Russia) dated March 26, 2014 No. 211: “108. If it is impossible to further use a new generation passport before its expiration due to the lack of free pages for affixing foreign visas, marks from border authorities, changes in personal data (last name, first name, patronymic, gender, etc.) or a significant change in the appearance of the owner of the new generation passport, and also in case of damage to the document or its loss, the applicant, upon his application, is issued a new passport of a new generation in the manner established by the Administrative Regulations.”

Will I have to get all the visas again if I already have them in my old passport?

Unfortunately, you will have to apply for a new visa. If you change your passport with open visas, then they are automatically closed, and no one will put you on the plane, even if you take both passports with you - the old one with a supposedly valid visa and the new one with a new last name.

The main document that can identify a Russian citizen abroad during a business trip or tourist trip is a foreign passport (old sample or new biometric one). Therefore, before applying for a foreign passport, you need to familiarize yourself with the basic rules of the procedure.

They may differ in different regions of the country, so you should check the list of required documents and become familiar with the list of requirements in advance at the branch of the Main Directorate for Migration Issues of the Ministry of Internal Affairs closest to your place of registration.

Since 2014, the issuance of a foreign passport has been carried out with some changes in the features of the procedure and the cost of the fee. The application form for a new international passport no longer requires certification from the HR department at the current place of work and from the employer. There is no need to include either a copy of the work book or the original in the main package of documents.

Today, all Ministries of Internal Affairs in the regions of the country require that applications for international passports be filled out on special forms according to a new model. You can find out all the requirements affecting the registration rules for a specific locality by contacting the official website of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs, selecting the section with the desired topic.

You can download application forms on our website:

A sample of filling out the form according to the new rules and the form itself can be printed without leaving home.

Since 2018, applicants have a new opportunity. You can apply for a biometric passport through the MFC. The institution's staff will help you fill out the form if any difficulties arise. You will need to come there for the finished document.

Document requirements

To fill out an application online or on a printed form based on the application form, you must provide certain documents for a new type of international passport. There are two ways:

  1. Electronic submission through the State Services Portal.
  2. Personal appeal of the applicant to the Ministry of Internal Affairs located at the place of residence. In addition to the main completed application from an adult citizen, you must submit a receipt for payment of the fee in the prescribed amount and the original internal Russian passport.

If the applicant is an adult male whose age does not exceed 27 years, then The list of basic documents for a foreign passport includes a military ID. If the citizen has not served, then a corresponding certificate will be required (a request for information about it is sent to the military registration and enlistment office by employees of the migration department).

A document issued electronically through the State Services website must be accompanied by a digital photograph of the established sample.

Registration deadlines

The changes that affected the registration of a foreign passport and the price did not in any way affect the timing of the issuance of a new document in 2019. If the applicant applies for an old-style international passport at the place of registration, the procedure will not take more than 30 calendar days. You will have to wait more than 3 months for a temporary residence document. A similar waiting period applies to persons who possess information related to secret or state significance.

A new international passport with a biometric chip is issued within 3 months. For persons with temporary registration, this period can be up to 4-6 months.

In some cases provided for by the rules, you can get a new passport urgently:

  • the need for emergency hospitalization and subsequent treatment outside the home country;
  • a serious illness diagnosed in a close relative;
  • death of a loved one.

All of the above cases require urgent processing, not exceeding three working days. It is worth considering that the applicant is issued an old-style international passport, without a chip, since it is not possible to produce a biometric document in such a short period of time.

Foreign passports with electronic information media are accepted by all countries of the world without exception. Some states, for example,

Problems with document execution may arise for citizens who evade execution of court orders, are suspected of committing a crime, or are sentenced to a certain term. .

One of the most common ways to obtain a foreign passport today is to use the State Services Portal remotely, where you can quickly fill out all the fields of the form and send the document for review. A foreign passport issued via the Internet can also be obtained at the nearest GUVM branch.

All online procedures on the State Services Portal can only be carried out by registered users. The process is quite labor-intensive, and not everyone succeeds the first time, but if you successfully complete the registration, you can use the service in full and without any additional actions.

When registering, the required personal information is indicated: full name, year of birth and number of the pension insurance certificate, which is issued at work or at the local Pension Fund. Next, you will need to enter a special code, individual for each portal user.

Ways to get the code

Registration of a foreign passport is possible only after receiving an activation code and confirming all data on the site. There are several options, choose the one that is most convenient for everyone:

  1. Using an electronic signature.
  2. Applying for the code to the Rostelecom service center located in every major locality. At the branch, the operator will ask you to show SNILS and a Russian passport. In most cases, the code is issued within a period not exceeding 7 days.
  3. Application for receiving a code via mail, after which the required paper will be sent to your postal address within one month. If during this time the notification and the letter itself have not arrived, you need to contact the support department or repeat the registration on the State Services Portal.

While waiting for the code, you can fill in the data necessary to complete registration. These are contact mobile phone numbers, an individual tax number, and an insurance certificate number. In addition to your full name, you must provide your residential address and email address. You need to select and remember a password to log in, as well as a security question for it and, accordingly, the answer. After a quick check of the entered data, the service will send an SMS notification to the specified number and an email to your email.

By using the activation code and confirming that you are a real person (you will need to enter the data from the picture - letters and numbers - in the required field), you can log into your personal account. After this, all services will be available on the portal.

Filling out a document online

Particular emphasis should be placed on the complete application procedure. requires a responsible approach and accuracy. It is best to use a template or examples of filling. The application form can be completed on a printed form or online. After selecting the address of the nearest migration service, you can begin entering data:

After filling out the application form for a foreign passport, inserting a photograph and fully checking that all information is written correctly, the document is sent for further consideration by the relevant authorities. The verification times vary: some receive the decision by email 40 minutes after sending, while others receive it within a few days.

The response letter will contain information about completing the verification of the application and moving on to the registration stage. A few days after the migration service’s response, another notification comes - about the date of the applicant’s appearance at the department to take a passport photo and then proceed to receive the document. The deadline for appearance is no later than 2 weeks from the date of receipt of the letter.

Information about which office to contact, which specialist and his telephone number is provided in the letter. You will need to take with you a receipt, paid in any convenient way, and a Russian passport. After completing all the procedures, you need to wait for a notification that the document is ready.

Criminal proceedings opened against a citizen may interfere with obtaining a foreign passport. This does not mean that people who have previously had problems with the law cannot obtain this document at all. You can get a passport after serving your sentence. In other cases, it is impossible to obtain a foreign passport; this is contrary to the laws of the Russian Federation.

When can people be issued a passport?

Restriction of freedom of movement is ensured by Article 15 of Federal Law No. 114 of the Civil Code. According to Russian law, convicted criminals may be limited in certain public benefits, including traveling abroad. Having an outstanding criminal record, while under investigation or under a suspended sentence, the accused is prohibited from leaving the country.

You can go to another country after serving your sentence or having your charges dismissed. Even with a criminal record, after a certain period of time, a citizen can again travel to the territory of other states.

Important! For countries to which you can travel from Russia without having a foreign passport, such restrictions are not provided. Such countries include Ukraine, Belarus, Kazakhstan, etc.

There are 2 types of termination of criminal records:

  • expungement of a criminal record;
  • expungement of criminal record.

Expungement of a criminal record

If a criminal record is expunged, this means that the person has the right to receive a foreign passport.

The timing of repayment depends on the article under which the person was convicted:

  • With a suspended sentence, the criminal record is expunged at the end of the period of serving the sentence. Traveling outside the country while on probation is not allowed; this is regarded as escape and may result in more serious punishment;
  • When the court ordered the culprit to perform certain types of work or pay a fine. After fulfilling your obligations, you can apply for a foreign passport;
  • If non-serious crimes have been committed (minor and medium degree) - repayment occurs 1-3 years after serving the sentence;
  • For people who have received a sentence for a serious or especially serious crime, their criminal record is expunged after 8-10 years after serving the sentence.

Clearance of a criminal record

The removal procedure occurs quite rarely, this is due to the complexity of the procedure itself.

Conditions for expunging a criminal record:

  • The defendant has been released on parole as an amnesty or due to serious illness;
  • The applicant renounced the charges;
  • The case is closed and the proceedings are terminated;
  • The article of the Criminal Code under which the defendant was charged was repealed by decision of the legislative bodies;
  • The statute of limitations on the sentence has expired, and the accused, for reasons beyond his control, was unable to fulfill his obligations under the court decision.
Important! Only a judge has the right to expunge a criminal record. During the trial, the accused has the right to file a motion to have the charges dropped.

What documents are needed

When a person needs a foreign passport and his criminal record has long been expunged, there should be no complications in obtaining one.

To issue a foreign passport, a standard list of documents must be presented to the Federal Migration Service:

  • Application form;

    In the following articles you can learn detailed information about filling out questionnaires:

  • Russian passport (original and copy);
  • A copy of the work record book (if any), pensioners need to present a pension certificate;
  • Men need to present a military ID or a certificate from the military registration and enlistment office in the F-32 form. See also, is it possible;
  • 4 color photos for documents. Read more about ;
  • Receipt for payment of state duty. Read,

In the application form for obtaining a biometric passport, you must indicate under which article and how many years you served your sentence. There is no point in hiding this data; the FMS still submits a request to the Ministry of Internal Affairs to clarify the details. In the application form for an old-style passport there is no item to reflect information about a criminal record.

In addition to the basic documents, you will need:

  • Certificate from the Department of Internal Affairs (certificate of release);
  • A court certificate is a ruling on the judge’s decision or a copy of the verdict.

These papers can be presented to the Federal Migration Service at the place of registration or the citizen’s current place of residence (for temporary registration).

To obtain a certificate of expungement of a criminal record and termination of legal proceedings, you must send an application to the Department of Internal Affairs. It indicates the citizen’s passport details. The certificate must contain information about the current status of the case (consideration, settlement, dismissal of charges). Next, you need to contact the Central Internal Affairs Directorate with the certificate, and a corresponding statement is written there. This is necessary so that data on the termination of a criminal record is transferred to the Information Center of the Central Internal Affairs Directorate.

Some nuances

There are nuances that should be taken into account when applying for a passport:

  1. Having an outstanding criminal record, a citizen has the right to leave under certain circumstances, for example, to visit seriously ill loved ones, relatives or to go to a funeral. In this case, it is necessary to provide evidence (death certificate, hospital certificates, telegrams, etc.);
  2. It is more difficult for a convicted person to obtain a visa. Some countries are very careful to “weed out” this category of foreigners;
  3. Federal Law No. 114 (Article 15) states that it is impossible to obtain a passport until a person has served his sentence or has been released from it. There is not a word in the law that a document can be issued only if a criminal record is expunged. They can issue a passport after the service has been completed; there is no need to wait for the repayment period. But there are also exceptions. For example, if a person has been convicted of a serious crime, then administrative supervision is established over the criminal.
