How to open a non-profit organization

Before starting an NPO, you need to clearly define the purpose of its establishment and the scope of its activity. Sources of financing for NPO activities

Like any other company, a non-profit firm will need financing - you need to pay for the implementation of projects, pay salaries, pay utilities, etc. It is useless to look for investors - their goals in this case will not find a response, since NPOs do not bring profit.

Funds to ensure the functioning of the enterprise come from the following sources:

  • voluntary contributions and donations from the population;
  • contributions of the organization participants themselves in the form of cash, real estate, valuables, assets;
  • carrying out business activities that would contribute to the achievement of the main goals of the organization;
  • dividends on securities and deposits;
  • government grants.

Does the state provide assistance to NPOs?

Every year the government plans the costs of supporting NPOs by distributing budget funds. In the previous year, more than 600 million rubles were allocated, which were distributed among the constituent entities of the Russian Federation in order to provide financial assistance to non-profit firms carrying out the most useful activities for the region.

In 2017, 4.5 billion rubles in the second and 2.5 billion rubles in the first competition were allocated to finance the work of NGOs that won the competitive selection for grants from the President of the Russian Federation - 970 projects received funding based on the results of the first competition.

How to receive Presidential grants for NPOs in 2019

Before applying for a grant from the state, you need to submit an application to participate in a competitive selection and prove the existence of specific goals for the implementation of which the funds will be allocated. Applications are submitted on the official grants portal and on the website of the Public Chamber. If the coordinating committee confirms that the activities of the NPO meet the requirements for participation in the competition, the organization will have a chance to be allocated by the state. budget for its development.

What is the amount of Presidential grants for NPOs in 2019?

The amount of the issued grant is not limited and depends on the goals, scale and relevance of the NPO project submitted to the commission for consideration. Different amounts of money are allocated for different types of projects:

  • up to 0.5 million rubles for projects for NPOs operating in a small region or for a short period of time;
  • from 0.5 million to 3 million rubles for NPOs implementing regional projects;
  • from 3 million rubles for NPOs whose projects cover the territory of several regions or federal districts;
  • more than 10 million rubles for NPOs implementing projects of federal scale and high significance.

What criteria are used to evaluate non-profit organizations?

An application submitted by a non-profit enterprise is considered by a special commission, whose members pay special attention to the following points:

  • presence of innovation and uniqueness of the project;
  • a logically structured plan indicating the project implementation plan and expected results;
  • adequacy and realism of the project implementation conditions;
  • level of professionalism of NPO organizers;
  • expenses for the implementation of NPO projects, the effectiveness of the work performed;
  • the presence of a source of funding that is not related to government support measures;
  • project scale;
  • information openness of the enterprise;
  • providing assistance to other NPOs;
  • having successful experience in implementing other projects in the past;
  • regions in which the organization operates.

After assessing each of the above points, the commission awards a certain number of points, and the more points, the higher the chances of receiving a grant. An open vote is then held and the winners are announced. They are warned that the grant cannot be spent on supporting political parties, organizing strikes and rallies, as well as paying taxes and making deposits for profit. Funds cannot be used to generate income at all. Budget funds are distributed in the following order:

  • issuance of Presidential grants to the winners of the competitive selection;
  • grants to non-profit enterprises from the public chamber;
  • targeted funding for organizations that did not participate in the competition;
  • financing of social orders.

Which NPOs can take part in the grant competition?

Even if an NPO has already received a state grant for the implementation of a project and is in the implementation stage, it may be submitted a new application for participation in the competition, which will be considered in the general manner.

Non-profit organizations opened by non-municipal or government agencies must meet the following requirements in order to take part in the competition:

  1. The NPO had to register in accordance with the procedure established by law no later than 12 months before the deadline for submitting applications. If she is applying for a grant of up to 0.5 million rubles, registration could be six months before the end of accepting applications. If an NPO is a “resource center” and is engaged in providing advice and information to citizens who apply, it must be registered at least a year before the end of accepting applications (no matter how much money the NPO is applying for).
  2. The charter of the NPO contains provisions on the main purpose of the organization’s activities, which would meet the requirements for competition participants.
  3. The work of the NPO has not been legally suspended, bankruptcy proceedings have not been initiated, and the NPO is not in the process of liquidation.
  4. The NPO does not have overdue obligations to pay taxes and other payments to the budget of the country or region, or there is a court decision, according to which the organization’s debt is recognized as repaid.

Who cannot participate in the grant competition

It will be useless for the following who wish to participate in the competition to submit an application:

  1. Citizens operating as individual entrepreneurs.
  2. Individuals.
  3. Commercial companies.
  4. Local or federal authorities.
  5. State and municipal institutions.
  6. Non-profit enterprises that are:
    • microfinance companies;
    • state-public enterprises and their divisions, even if the latter are independent legal entities. persons;
    • notary offices;
    • law firms;
    • homeowners' associations;
    • Chambers of Commerce and Industry;
    • employers' associations or cooperatives;
    • self-regulating enterprises;
    • political movements or parties;
    • any types of consumer cooperatives.

When is the competition held?

In 2018, 2 competitions are being held.
Deadline for accepting applications for participation in the first competition in 2018:
start date for accepting applications – February 20, 2018;
The closing date for applications is March 26, 2018.
The Presidential Grants Fund closes the acceptance of applications for participation in the competition at 23:30 Moscow time on the closing date for applications.

How to apply?

What duration of the project can the applicant choose?

The standard period for the implementation of projects (in terms of the activities for which a grant is requested) submitted to the 2018 competition cannot exceed 17 months, so activities in the calendar plan should begin no earlier than June 1, 2018 and end before November 30, 2019 G.
Three grant areas (support for projects in the field of science, education, enlightenment; identification and support of young talents in the field of culture and art; development of civil society institutions) require, in addition to the standard period, long-term implementation lasting up to 36 months. How long does the Presidential Grants Foundation take to register applications?

An application for participation in the competition received by the fund during the announced deadline for accepting applications is registered within five working days from the date of receipt. Taking into account this deadline, we recommend sending applications for the first competition in 2018. no later than March 19, 2018.     A synonym for the word “grant” is “scholarship”. It was approved during the reign of B.N. Yeltsin. The head of state at that time issued Decree No. 433, related to urgent measures of state support intended for students and graduate students receiving higher professional education. The document was signed and came into force on April 12, 1993.

    In accordance with the Decree, 700 payments were provided for Russian students. Along with this, 300 payments existed for graduate students, as well as for citizens of the Russian Federation receiving higher education outside the country (60 scholarships). Such state support was established for a period of up to three years.

    The trend is that the size of the payment is constantly changing upward. The specific amount due for payment is subject to determination within the framework of the legislation of the Russian Federation. Currently, instead of the Decree issued by B.N. Yeltsin, the Decree of the President of the Russian Federation “On scholarships...” No. 182 dated February 14, 2010 is in force.

    Graduate students and doctoral students who are engaged in the preparation of dissertations within certain sciences, disciplines, and topics can count on a larger payment. This provision is enshrined in the Order of the Ministry of Education and Science of the Russian Federation “On approval of the list of specialties...” No. 654 dated August 24, 2012.

    What are the main features of grants? Are they any different from bonus payments? Yes, I have. These funding options are exclusively for students. To qualify for them, you must study at a higher education institution on a budget basis. Another serious requirement for the candidate is participation and victory in the competition (their list is specified in certain regulations).

    The number of grants issued per year is strictly limited. To date, the possibility of providing no more than 1200 pieces has been established. Since there are usually more candidates for them, the government has developed a ranking system that depends on the results of the competition and specific achievements. Information about candidates is posted on the grant fund website until September 15 each year.

    As a student's status increases, rates can be expected to increase. Ideally, many students who have entered into an agreement receive about 20,000 rubles. per month, which is several times higher than the average scholarship amount.

    It is worth taking into account one important rule: a student’s violation of the rules for using the grant will force him to return 3 times more.

    Currently, the Russian Federation has a special reserve dedicated to these payments - the Presidential Grants Fund. It acts as a single operator and is aimed at developing civil society and stimulating interest in science. State support for non-profit structures has been taking place since 2006.

    In accordance with existing practice and the norms of current legislation, persons who can count on receiving:

    • study full-time on budget terms;
    • over two consecutive sessions passed over 50% of exams with honors;
    • have certain achievements in specialized sciences and disciplines;
    • are winners of various competitive programs, Olympiads, creative and scientific shows;
    • are authors of printed publications;
    • have a high level of competence in professional matters;
    • strive for the development of science.

    The first two points are mandatory, especially in the process of identifying worthy candidates. The remaining points are only desirable. But the more relevant the applicant is, the greater the chance of receiving a Putin grant.

    Presidential support system

    The support system for talented students is multifunctional and has several branches. The procedure for its implementation depends on the category of the candidate.

    For young scientists

    In 2019, 341 domestic and foreign grants were allocated to young scientists. Foreign payments contribute to the fact that a recently defended candidate of science can obtain employment in a research institution abroad. Typically, the duration of such payments is about 3-4 years. Grants are also provided from the Public Chamber.

    As for internal (domestic) types of financing, they are represented by all kinds of incentive payments, including:

    • bonuses;
    • additional charges;
    • presidential privileges.

    A competition is held to determine who deserves the grant. Its organization is carried out in several directions:

    • issuance of special scholarships for persons undergoing postgraduate studies;
    • conducting an annual competition program for works in order to compete for a presidential award in the scientific and innovation field (this award acts as the highest measure of recognition of the merits received by young scientists);
    • an annual competition for individuals advocating the development of science and technology;
    • organization of a council related to the issuance of presidential grants for the purpose of state support for Russian scientists within the framework of leading schools in the country;
    • competition for medals of the Academy of Sciences, the competition implies the issuance of prizes to young scientists of the Russian Academy of Sciences.

    Along with this, there is a program of subsidies and support for the scientific and pedagogical sphere.

    Scholarships

    At the end of the academic year, academic councils gather. They draw up registers of candidates. These lists are subject to review by the Russian Ministry of Education and Science. The scholarship is awarded annually from September 1st.

    In order for university students to take part in this event, the institution must provide a number of documents to the Ministry - an extract from the council’s decision, characteristics, description of scientific works, photocopies of documents confirming merit, certificate of examinations.

    NPO

    Grants for non-profit organizations are issued by government agencies, private companies, intermediaries and corporate agencies. They are taken from domestic funds with representative offices in the Russian Federation and foreign reserves.

    A grant for non-profit structures is usually understood as sponsorship funding, which is intended for the development of socially beneficial activities.

    Recipients are non-profit, non-governmental organizations that are involved in civil rights, health, charity, etc.

    The first step to receiving a grant is preparing an application. Based on the results of the use of funds, you will have to fully report to the body that issued the funding. When submitting an application you should do the following:

    1. Learn general information about the registration procedure.
    2. Interact with legislative acts and regulations.

    Other educational institutions

    Along with the above educational organizations, there are several other types of institutions that can become recipients of government funding. Basic requirements for their activities are established on an individual basis.

    Basically, they are similar to the list of conditions imposed on commercial and non-profit organizations that are candidates for the award.

    Holding a grant competition

    The award of the grant is carried out strictly on a competitive basis. The competition is organized by a commission created by the body authorized in the field of education. It is formed from university employees, as well as other interested bodies, departments, and ministries. A commission group must have an odd number of members.

    Educational grants are awarded within certain specialties and forms of study, according to scores obtained in national or comprehensive testing. To take part in the competition, a citizen must submit an application to the selection committee and a number of other documents.

    Then this entire set is studied by specialists who decide whether the individual will receive a scholarship or someone else deserves it. The results of the voting by which the determination is made are posted on the department’s website, as well as on a number of third-party resources and platforms.

    Fines for failure to fulfill obligations and other nuances

    If the grant was paid for a year or more, its recipient has an obligation to work in the Russian Federation for three years. If the payment was made for 1 year, fines and mandatory work are not provided. The contractual agreement also details the payments and penalties that are due for ignoring this obligation.

    If an individual refuses to receive funding or does not complete the educational process, or does not work for the required three-year period, he undertakes to return back to the budget what was paid to him.     Who gives Presidential grants?

    As a rule, presidential grants are not issued just like that, so Federal agencies have every right to conduct an audit regarding the intended use of the grant. Such points are spelled out in the contract, which clearly states the obligations of the young scientist. He is obliged to follow the plan provided and at each completed stage provide a report on the expenditure of funds.

    Given the fact that a young scientist or organization may need a base for experiments, the Federal Agency can attract outside organizations that can provide all the necessary conditions for successful research.

    Who can receive presidential grants?

    State grants can be awarded to scientists who make significant contributions to the state's science. Participants in such competitions can be Russian researchers or even entire organizations that create and research scientific and technical innovations. Anyone who actively works at a school in the Russian Federation and truly makes a significant contribution to the development of science can submit their work to the competition.

    What are the deadlines for issuing and the size of the grant?

    A presidential grant for young scientists can be issued for a period of two years. Speaking in more detail about the size of grants, it is worth noting that they can fluctuate, basically it all depends on the expenses that will be required to carry out the research. The total estimate includes the salary of a scientist, which reaches 60,000 rubles per year for a candidate, and 84,000 for a doctor. Managers who actively supported young specialists in research work receive a one-time incentive in the amount of 24,000 rubles.

    Amount of funds as material support

    Competitions, scholarships, grants - all this contributes to the development of science, so the state tries in every possible way to provide financial assistance to young scientists. The amount of funds disbursed is stipulated in an agreement with the organization to whose account the funds will be transferred. It should be remembered that additional monetary support cannot be higher than half of the total grant amount.

    Young scientists under 35 years of age, who are considered the main specialists of the Russian Federation school, can count on financial support from the state. Cash is given to the young specialist in addition to his established salary. It is also important to remember the intended purpose of government funding. If in any way it turns out that grants from the President of the Russian Federation allocated to young scientists are being used for other purposes, then payments of funds are immediately stopped.

    Presidential scholarships

    State support for young specialists annually covers at least 40 young specialists under 35 years of age who have a scientific degree of candidate of sciences; 600,000 rubles are allocated from the state budget for this. The number of specialists under 40 years of age who have a doctorate degree and receive presidential grants is 60 people, 1 million rubles are allocated for them per year. The state allocates an annual amount of 400,000 rubles to leading scientific schools.

    In no case should we forget about the Russian Federation. Such payments are established for a period of up to 3 years and amount to 20,000 rubles. The number of students who can count on such financial support from the state annually is about 1,000 people, and if we talk about the funds allocated from the state budget for these payments, then in total the amount reaches 240 million rubles per year.

    Rules for submitting a dissertation for a grant

    To receive grants from the President of the Russian Federation, young scientists should be sure to familiarize themselves with all the rules for submitting work for consideration by the commission. As a rule, all competitions are held in two stages:

    1. The first stage is carried out for young specialists who are candidates of science.
    2. The second stage is carried out for those researchers who already have a doctorate degree.

    The grant applicant must remember that he will only be able to submit his work within the framework of one application. Grant applicants cannot be:

    1. Last year's winners, as their first grant had not yet expired.
    2. Presidential Scholarship holders.

    In turn, organizations that apply to participate in a grant competition must have a good material base, the necessary equipment to conduct research work, an exceptional reputation, and not have problems with the tax office. An organization will not be able to participate if its property has been seized and economic activity itself has been suspended.

    It should be noted that presidential grants for NPOs have been calculated. Non-profit organizations can also submit their applications to participate in the competition.

    Grants are allocated for a fairly long period, usually two years, but only those projects that can truly be called fundamental are financed. Today, the commission gives most preference to works written in the context of the following areas of science:

    1. Mathematics and technology.
    2. Physical discoveries and discoveries in the field of astronomy.
    3. Discovery of new chemical materials and technologies.
    4. Scientific research in the field of biology.
    5. New discoveries in rational environmental management and the fight for the environment.

    This season, the Olympic world was shocked by the news that there would be no more Presidential Awards!     At the moment there is no alternative to bonuses. The only financial support at the federal level that Olympiad participants can count on is grants from the President of the Russian Federation. The program is new and has only been in effect for a few years. We figured out what grants are, who can apply for them, and what pitfalls their recipients may stumble upon.

    What are grants from the President of the Russian Federation and who are entitled to them?

    The main difference between grants and awards is that they are received by students, not schoolchildren. To become a candidate, you need to enroll in a university on a budget place. In addition, you must be a winner or prize-winner of a competition from a special list. This list of events is approved annually by the Ministry of Education and Science of the Russian Federation, and accordingly only merit received in the graduating class will be taken into account. Since the grants are aimed at supporting the talented youth of our country, the grant recipient must have Russian citizenship.

    No more than 1,200 grants are issued per year. Since there may be more potential applicants, a ranking system will be introduced depending on the competitions and results in them. Information about applicants is posted until September 15. But even if you are not on this list, all is not lost. Additional recruitment may be organized to replace those who refused.

    As the status grows, so do the stakes. In an ideal situation, students who have entered into an agreement to receive grants receive 20,000 rubles monthly while they are studying for a bachelor’s or specialty degree. Not bad support for a student, considering that the average scholarship is several times less. The total is 240,000 rubles per year, 960,000 rubles for 4 years or 1,200,000 for 5 years of study. True, if the contract is violated, you will have to return 3 times more.

    Grants were approved in 2015 as part of the state program “Development of Education” for 2013-2020. In total, it is planned to issue 5,000 grants, no more than 1,200 per year. We do some quick calculations and find that the last recipient of the grant will conclude an agreement no earlier than 2020.

    What Olympiads give grants for?

    First of all, for the All-Russian Olympiad for schoolchildren. Last year, according to its results, 951 people were included in the list of applicants. International Olympiads, for which separate awards were previously given, are not included in this list. On the other hand, selection for most of these competitions takes place based on the results of the All-Russian Olympiad.

    In general, any Olympiad for eleventh graders can be included in the list of events in which grants are given for winning. The Ministry of Education and Science of Russia, in cooperation with federal government bodies, state corporations and companies, associations of employers and associations of educational organizations of higher education, is forming a draft list of competitions for which a grant is given for winning. conducts an examination. Based on this, the Russian Ministry of Education and Science approves a list of activities by August 1.

    This may include Olympiads, competitions, championships in Olympic sports, sports competitions and other intellectual, creative and sports competitions.

    What are the obligations of the grant recipient?

    The student annually confirms his right to a grant. One of the responsibilities is to study, study and study again! Sessions must be taken without “tails”. Arrears are considered failures and absences from exams without a valid reason.

    Starting from the second year of study, the right to a grant must be confirmed annually by participation in research projects or national and international competitions, publications in scientific publications or scientific results.     Three parties to the contract

    The payment agreement is concluded between three parties: the operator, the grant recipient and the university where he is studying. An educational fund has been appointed as the operator. Its representatives contact applicants for grants, make payments, collect the necessary information, and monitor whether the grant recipient fulfills the terms of the contract.

    The role of the operator is clear, let’s figure out what the university does. According to the agreement, it creates conditions for the development (display) of the grant recipient’s talent and for concluding an agreement on targeted training for the purpose of employment in the specialty. In addition, the university helps with paperwork and provides the operator with information about achievements.

    Penalties for failure to comply with obligations

    If the grant was paid for more than a year, the recipient is required to work for 3 years in Russia. The contract specifies payments and penalties only for failure to fulfill this obligation.

    Those who did not complete their studies or refused to receive the grant before the expiration of its payment and did not work for 3 years give back what they were paid back.

    If the recipient graduated from a university and did not work for 3 years, then he already returns the amount paid in three times the amount. For example, you studied for 4 years and received a grant all this time, then you will have to pay about 3 million.

    Partial service does not count; there are only two options: worked for 3 years or did not work for 3 years. Therefore, it is important to immediately inform the operator about the presence of diseases that impede employment.

    For those who received a grant for only 1 year, there is no refund, no penalties, or obligation to work for 3 years. We don’t yet know such cases, and we don’t know how things will actually turn out.

    Other nuances

    Minor applicants for grants will require parental consent, since citizens aged 14 to 18 years old make transactions with the written consent of their legal representatives (clause 1, article 26 of the Civil Code of the Russian Federation).

    Those who want a change will be able to transfer to another university or another educational program. Payments will be adjusted based on changes and duration of study.

    Of course, you can take academic leave for medical reasons, in case of conscription for military service, pregnancy and childbirth, or child care. During training, payments are suspended for this period; after training, that same three-year work activity is postponed or interrupted.

    In addition, studying in a master's or graduate school is a reason to postpone the start of work.

    In connection with changes to the regulations on grants, which were approved by the Government of the Russian Federation, additional agreements will be concluded with those who are already receiving payments.
