They left nothing for themselves, everything went to their hometown!

In 2011-14, the bankruptcy procedure of this strange company took place, and the Bank of Moscow and Sberbank agreed to cede their claims against it to two very interesting and little-known organizations that turned out to be surprisingly loyal to the bankrupt.

The daughter of the mentioned Alexey Biryukov, who has a beautiful name Angelica, at one time she was the founder of the company “USL Mechanization” (the reader can easily decipher USL as “UniversStroyLux”); she was subsequently replaced in this post by a certain Yulia Malova, she is also the former founder and general director of CJSC Monolit and Glavremontstroy... who received the debts of Universstroylux from large and respected banks! In general, the relationship between the Biryukovs and the Bank of Moscow is very reminiscent of a mutually beneficial symbiosis, in which only the then owner of the bank, the city of Moscow, was the victim. The same Glavremontstroy took out a loan of 500 million rubles from the Bank of Moscow, naming as its guarantor the same magical Andrei Petrovich Biryukov (born in 1955 in the village of Stary Buzets, Kursk region). The unsecured loan, as far as we know, was never repaid.

Here it is appropriate to remember Yuri Luzhkov, before whose eyes half of all this entertainment took place! Recalling Biryukov’s activities later, he said: “I had to do a lot for him on my own. He did not make personnel changes and also appointed Biryukov, who had already gained experience, as his deputy for housing and communal services and landscaping. In 2013, Pyotr Pavlovich was reassigned to the same position and holds it to this day.

Accusations

How does Petr Pavlovich Biryukov work in his high positions? If you believe numerous accusations in the media, then, to put it mildly, it’s not very good.

Most of the charges relate to land plots that, with the assistance of Biryukov, were allocated to one or another commercial structure. The first scandal of this kind broke out when Pyotr Pavlovich was a perfect - in 2003, when a plot of land was allocated for the construction of a shopping complex on the territory of the Brateevskaya Poima natural complex.

And in 2005, the perfect ordered the allocation of a land plot on the territory of the Bitsevsky Forest, which is a natural and historical park, for the construction of a catering enterprise. The active civic position of ordinary residents and the efforts of environmentalists then prevented these plans from being implemented.

Also in 2005, the scandalous Tsaritsyno case began. A year earlier, it was transferred to the balance of Moscow, and under the leadership of Biryukov, large-scale events were launched in it. As a result, several species of animals listed in the Red Book were destroyed, as well as huge areas of shrub and forest vegetation, reservoirs, etc.

In the early 2010s, the deputy mayor allowed soil to be dumped during the construction of a metro depot, which was carried out in the habitat of rare birds.

Journalists, and not only them, throughout the country have said and continue to say that in the person of a man named Petr Pavlovich Biryukov, the Moscow government has simply received an incompetent official who, with his pedagogical and construction education, takes on something about which he understands nothing.

What about the colleagues and management of the scandalous official? How do they evaluate his activities?

Having once placed high trust in Biryukov and made him his deputy, he is not delighted with their cooperation. According to the ex-mayor, he had to do a lot of work for Pyotr Pavlovich. Luzhkov also hinted at some moral and ethical problems.

State Duma deputy Galina Khovanskaya, who deals with housing and communal services issues in parliament, said that the people’s representatives have a number of questions for Biryukov. In particular, regarding the mass of fictitious HOAs he created, which exist only documented.

Architectural historian Alexei Klimenko, who is on the presidium of the chief architect of the capital, states that Pyotr Pavlovich more than once openly lobbied for the interests of his family members, slowing down the allocation of land for objects until these objects became the property of relatives. There are a lot of negative reviews in the press, but there are a few positive ones.

Awards and titles

And yet, Petr Pavlovich Biryukov, whose waiting room is inundated with complaints, continues to remain in his chair.

And in 2011, he even received a high award from Mayor Sobyanin. This award was the insignia “For impeccable service to the city of Moscow.”

The head of the capital emphasizes that Biryukov’s contribution to the city economy is significant, his work is conscientious, and for many years the official has been serving for the benefit of the people. The award order is dated July 5th.

The house in which Biryukov lives (on the Patriarch's Ponds) belongs to his former deputy Yu. Bulanov, prefect of the Southern District of the Russian capital. Bulanov was arrested and charged with embezzlement of budget funds.

Dissertation scandal

Unfortunately, the “mistakes” of the unfulfilled teacher are connected not only with his work in the Moscow government. Pyotr Biryukov, whose photo does not strike the imagination at all (the official has a discreet, modest, one might say, even gray, appearance), constantly finds himself involved in high-profile cases. Pyotr Pavlovich, defending his doctoral dissertation, was accused of plagiarism, as well as that his work was pure fiction, not containing an ounce of valuable scientific information.

Personal life
